St. Clair Township trustees approve 2026 appropriations

CALCUTTA — Trustees approved the 2026 annual appropriations during Monday’s St. Clair Township Board of Trustees meeting.

The appropriations for the amount of $4,540,599.25 are for the period of Jan. 1 through Dec. 31.

The appropriation amounts are General Fund, $650,000; Motor Vehicle License Fund, $35,000; Gas Tax, $250,000; Road and Bridge Fund, $530,000; Police Levy Fund, $2,043,000; Fire Levy Fund, $491,100; Permissive Motor Vehicle (MVL) Tax(RC-4504.18), $65,000; Permissive MVL Tax (RC-4504.181), $75,000; Drug Law Enforcement, $10,000; Permissive MVL Tax (RC 4504.15), $20,000; Federal Law Enforcement Fund, $1,333.46; Law Enforcement Trust, $5,000; Education and Enforcement, $500; ARP (American Rescue Plan), $70,000; Fire Insurance Proceeds, $0; Scrap Metal Fund, $200; FEMA, $$14,022.75; Excise Lodging Tax Fund, $18,500; OneOhio Opioid, $1,451.86; National Opioids Settlement FD Trust, $20,000; General Note (Debt) Retirement, $1,157.90; Blue Ribbon Committee, $1,333.28; T.I.F District II, $80,000; T.I.F. District III, $150,000 and Miscellaneous Capital Improvement, $8,000.

Fiscal Officer Deborah Dawson said she received the official amended certificate #1 of the County Budget Commission which is composed “from certificate of submission of the total amount of all sources available for expenditure and balances as of Dec. 31, 2025, property taxes local government and other sources of revenue in addition to the balances are reflected on this amendment 1.”

The grand total of the amended certificate is $7,148.971.28, which is the figure she used to come up with the annual appropriations. The trustees voted unanimously to accept the amended certificate.

Board members also approved The Medical Mutual Health Insurance renewal, the Sedgwick Services for annual contract, an AEP application to work within a right of way, a super blanket certificate in the amount of $20,367.75 and bills totaling $221,735.55.

The Medical Mutual Health insurance premiums increased by 10%, which is a reduction of the original renewal rate quoted for a 16% premium increase. Employee contribution will remain at 10%.

The Sedgwick Services annual contract is for Workers’ Compensation for third party administration services and cost $2,855 which is an increase of $140 from the previous renewal.

The AEP application is for the removal of utility poles and replacement with fiber optics at Hill Road and Gipner Avenue.

Police Chief Brian McKenzie told the trustees he was looking ahead and planning for department needs when he provided estimates to the trustees on replacing a cruiser which has over 150,000 miles on it. He noted that is the actual mileage and not engine running time.

He also provided a quote for body worn and cruiser cameras for the department. He said that the body worn cameras used by the department are out of warranty and if something happens to any of them, they can’t be replaced because those cameras are no longer made.

McKenzie noted that these aren’t items he is planning to purchase right away, but he is looking ahead to what the department will need and he will be seeking additional quotes and any possible grants that may be available to help with the costs.

The Calcutta Volunteer Fire Department Fish Fry will be held at the fire department on April 3 from 3 to 7 p.m. The proceeds will help fund the Memorial Weekend events.

The township clean-up day will be held April 25. Anyone willing to help with the clean-up should meet at the Community Room at 9 a.m.

The St. Clair Township Board of Trustees meets every other Monday at 4 p.m. at the St. Clair Township Government Building, 15442 Pugh Road, Calcutta. The next regular meeting is scheduled for April 6.
