Homeless man banned from parks, playgrounds after accusations of exposing himself
A city homeless man remains out of jail pending his initial court date, despite a colorful criminal history.
David D. Campbell Jr., 63, no address provided, was served with a warrant for indecent exposure shortly after noon Tuesday, after an alleged incident at Chester City Park over the weekend.
A mother reported shortly after 5 p.m. Saturday that she, her husband and young son were walking in the park when an elderly man, identified later as Campbell from park security video, exited a wooded area, exposed himself to her and her small child and began to pleasure himself, explained Chester police chief Chuck Stanley.
The woman’s husband, who quickly contacted authorities, provided a description and a photo of the suspect.
Officers advised that they were familiar with Campbell due to past arrests dealing with public intoxication, disorderly conduct and fighting.
This latest case isn’t listed on the online case docket as of yet.
Within 20 minutes of the incident on Saturday, Chester police had permanently banned Campbell from the Chester City Park and other playgrounds throughout the city.
