CIC seeks additional board members after failing to meet quorum at last meeting

EAST LIVERPOOL — The East Liverpool Community Improvement Corporation (CIC) is seeking additional members to fill the board after agenda items they needed to get completed weren’t put to a vote due to not enough members present to make a quorum.

The CIC Property and Finance committees were scheduled to meet on Nov. 20 to vote to send agenda items onto the full CIC Board of Trustees which was scheduled to meet immediately following the committee meetings.

The Property Committee which was meeting to discuss considering accepting the donation of a 3rd Street building back to the CIC and an offer to purchase to CIC owned property, but with not enough committee members present to vote on the matters, the meeting could not be held.

The Finance Committee had slightly better luck with having just enough members present to make a quorum to vote on sending a resolution authorizing signatures for checking accounts to a full board for approval, but that’s as far as that went since there weren’t enough members present for a full board of trustees to have a quorum and vote on the resolutions.

The committee voted to nominate board members Scott Shepherd as an authorized signer and Connie Javens as a backup signer.

CIC President Pat Scafide said it was disheartening as the board needed that resolution passed, due to the retirement of Bill Cowan, former city planning director and CIC executive director. The board currently has no one authorized to sign checks and the anonymous $100,000 donation Mayor Bobby Smith received on behalf of the city for civic activities is placed in a CIC account.

The CIC has rescheduled the Property Committee meeting for Dec. 4 at 6 p.m., with a full board of trustees meeting to follow immediately after. Both meetings will take place in council chambers at East Liverpool City Hall.

The Property Committee will meet to consider the donation of the 3rd Street building and an offer to purchase CIC owned property.

The full CIC Board of Trustees will meet to consider the items forwarded from the Property Committee meeting and vote on Shepherd and Javens as authorized signers for CIC accounts.

The CIC is currently looking for four additional members to fill vacant spots on the board. To be considered a board member, an applicant either has to live or work in East Liverpool.
