Wellsville Board of Education approves several resignations and new hires

WELLSVILLE – During the Wellsville Board of Education meeting held Monday, board members approved and accepted resignations for Michael Bess, weightlifting coach, effective May 11; Sheryll Hertzler, bus driver, effective Aug. 22; Bridget Henderson, kindergarten teacher, effective Aug. 24; and Robin Bundy, intervention specialist, effective July 1.

Coach Jim Tsilimos and Coach Shawn Mckinnon were approved to split the duties of weightlifting coach effective May 12.

Alaina Kilpatrick will be the district’s testing coordinator.

Logan Gardiner was approved as the band director after being selected from 21 applicants.

Morgan Roush has been approved with a one-year contract for the kindergarten teacher position at Garfield Elementary School.

During the new business portion of the meeting, the board members approved the acceptance of donations for Garfield Principal from Box Tops $12.50, Garfield Principal Fund Reading for Education $329.23 and High School Principal Fund from Covenant Presbyterian Church $163.

They also approved a statement of compliance for federal programs regarding conflict of interest and mandatory disclosures, an agreement with the Columbiana County Emergency Management Agency to provide assistance in the event of any emergencies, and they acknowledge the review of NEOLA policies and confirmed that no changes are necessary at this time.

During the fiscal portion of the meeting, the board members approved the financial report, transfer and modification of funds, then and now certificates and the treasurer’s report as presented to them and 16 additional items.

Items approved under the fiscal portion of the meeting include the annual Statement of Compliance for Federal Programs regarding conflict of interest and mandatory disclosures; the final permanent appropriations for the fiscal year 2025 and approval to amend the final certificate of resources for fiscal year 2025; temporary appropriations for fiscal year 2026; and authorizing the treasurer to transfer, advance, and amend all appropriations, codes, and funds as required to close the fiscal year 2025 and to amend and file a certificate of estimated resources with the county auditor as required by law and approve the advance/transfer of funds from the General Fund in order to offset deficit balances during June in fiscal year 2025 close out.

Additionally, they approved the K-12 business contract for fiscal year 2026; participation in the Ohio Coalition for Equity and Adequacy of School Funding for FY26 and to pay the Coalition/VHO dues in the amount of $1,318 total, which could be subject to change based upon student enrollment; to renew an agreement between Wellsville Local Schools and East Liverpool City Hospital for athletic trainers for the 2025-2026 sports seasons; Love Insurance Agency and Guarantee Trust Life Insurance Company to offer voluntary student accident insurance for the 2025-2026 school year; the annual nutrition standards compliance report for the 24-25 school year; the Cooperative Purchasing Program Agreement with OME-RESA ITC for FY26; the Frontline absence and substitute management fee for FY26; a noncompetitive proposal when procuring personnel-based services from a high-performing educational service center under Ohio Revised Code 3313.843(J) for FY26 from the Ohio Department of Education and Workforce; contract with The Nutrition Group as the Food Service Management Company (FSMC) for the Wellsville Local School District for FY26; a memorandum of understanding between the Wellsville Board of Education and the Wellsville Local Schools OAPSE Chapter #707 for a contract revision for work days; the Watson Institute training and consultation service agreement for the 2025-2026 school year and Licensed Professional Clinical Counselor, RuthAnn Hall, to purchase the used iPhone 8 at fair market value of $85.00.

Due to summer break there were no building or principal reports to give.

In a records committee meeting held immediately prior to the board meeting, the committee voted to not dispose of any records from fiscal 2025 and prior. The next regular meeting of the Records Committee is to be determined at the Fiscal Year 2026 organizational meeting.

The Wellsville Board of Education meets on the third Monday of each month typically at 5:30 p.m., but meeting times vary over summer break. The next regular meeting of the Wellsville Board of Education is scheduled for July 21 at noon in the media center at Wellsville Jr. Sr. High School.
