Suspect in March shooting now facing additional charges
LISBON — A man who had been identified as the suspect in a March 12 shooting has now been charged with kidnapping and felonious assault for the incident.
Hunter Congrove, 22, state Route 45, Lisbon, was served Monday with a secret indictment for the charges. The kidnapping count is a first-degree felony while the felonious assault is a second-degree felony. Both charges carry a firearm specification for allegedly using a firearm to cause harm to the victim and restrain his liberty.
He’s also charged with tampering with evidence, a third-degree felony related to the incident.
Congrove’s bond was set at $100,000 cash or surety. Arraignment was scheduled for 1 p.m. June 23 before Columbiana County Common Pleas Court Judge Scott Washam. The case has been assigned to Common Pleas Court Judge Megan Bickerton.
According to a county sheriff’s report, the sheriff’s office received a call at 4:07 p.m. March 12 from a woman who reported a man she knew shot Shawn Harpold in the leg with a shotgun and Harpold was being driven to the emergency room at East Liverpool City Hospital.
According to the sheriff’s report, a sergeant with the sheriff’s office was able to talk with the victim before he was flown to a Pittsburgh hospital for treatment.
The report said the victim advised they were in the house and the alleged shooter was allegedly high on drugs when he pulled a shotgun on him, he told him to go ahead and shoot him and he shot him.
The suspect had apparently fled the residence in a Jeep before deputies arrived.
At the time of the incident, Columbiana County Sheriff Brian McLaughlin said the man identified as the alleged shooter was taken into custody on other charges after deputies received a report of a suspicious person on Mick Road in Yellow Creek Township later in the evening.
A woman reported arriving home to find a man in the driveway with a gas can sitting close to him and he had a dog on a leash at 6:58 p.m. March 12. When deputies arrived, he was still there and taken into custody. The Jeep was found on Y&O Road.
Congrove was fined $300 and sentenced to two days in jail, with credit for two days served, for drug paraphernalia and resisting arrest for pulling away from deputies when they were attempting to take him into custody and for possessing a clear pipe with burnt residue.
At the time, Congrove had another case pending for felonies and the bond for that case was revoked after the state indicated his involvement in the shooting. He was indicted last September for that case, charged with two counts fourth-degree felony assault and misdemeanors of aggravated menacing, obstructing official business and resisting arrest for allegedly biting a police officer, attempting to grab his taser and kicking another police officer in the face during a physical altercation while they were trying to take him into custody for an incident in St. Clair Township on July 26, 2024. An affidavit said he started to resist and got into the altercation with police, who took him to the ground and tased him during the scuffle. He also allegedly gave several fake names and lied about his identity.
A status hearing in that case remains set for 9 a.m. Aug. 14, with a jury trial set for Aug. 25.
In another recent case, Congrove was sentenced to nine months in prison for fourth-degree felony receiving stolen property and misdemeanors of using weapons while intoxicated and resisting arrest. He was accused of having a gun that did not belong to him while he was impaired and for running from police who had responded to a person unresponsive at the Save A Lot grocery store in Wellsville on Dec. 8, 2023. He had refused treatment and then officers noticed the barrel of a gun pointing out held between his side and his arm. He said the gun was not his and when placed in handcuffs, he took off running.
Also served with secret indictments were:
— James Laughlin, 34, Dutchtown School Road, Rogers, and Donovain Casey, 19, Roller Coaster Road, Lisbon, each charged with assault, a fifth-degree felony, for allegedly assaulting a man at the Columbiana County jail on April 23.
— Brian Specht, 36, Etruria Street, East Liverpool, two counts nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for two children from April 30, 2023 to April 27, 2025.
— Phillip Cline, 51, Prospect Street, Salem, trespass in a habitation when a person is present or likely to be present, a fourth-degree felony, for allegedly trespassing in a property on April 29.
— Dylan Walsh, 24, Lacroft Avenue, East Liverpool, third-degree felony aggravated possession of drugs and misdemeanor illegal use or possession of drug paraphernalia for allegedly possessing paraphernalia and methamphetamine in an amount equal or greater than bulk but less than five times bulk on Jan. 27.
