Commissioner Halleck releases list of current county projects

LISBON — Columbiana County Commissioner Mike Halleck on Wednesday unveiled a list of more than 30 current county projects in various stages from idea to under contract to under construction, including the archives/records storage building on East Chestnut Street in Lisbon.

“We just wanted to see where (projects) were,” Halleck said.

The list was compiled with help from the county engineer’s office, showing project names and then project status. There’s also a list of 13 completed projects, some which date back to 2023 and 2024.

“The list of all the projects ahead is quite impressive actually,” Halleck said.

He explained the county has so many ongoing projects that this will help commissioners keep track themselves of what’s happening. This also lets the public know how funds “were judiciously spent,” he added.

Visitors to Lisbon may have noticed a lot of activity at the vacant lot where the county Department of Job and Family Services used to be located since that’s where construction has begun on the new county archives/storage building.

The county-owned lot is bordered by East Chestnut Street to the north, North Nelson Avenue to the west and North Jefferson Street to the east. The $7 million-plus contract for design and construction was awarded to C. Tucker Cope Design-Build, Inc. of Columbiana. According to the contract, the guaranteed maximum price was set at $6,458,913 plus an additional $620,000 for allowances.

Previous plans for the records retention facility called for construction of a two-story, 24,600-square-foot, climate-controlled, secure block and brick building with a dry chemical fire suppression system, a commercial shredder, freight elevator and office space. Any records the county is required by law to keep will be moved to the new building from the various locations where they’re currently stored, such as the basement of the county jail and Iron Mountain, an underground secured storage facility in Pennsylvania.

The commissioners committed $4 million from American Rescue Plan Act funds towards the cost of the project.

Current projects listed as done included the state Route 170 lighting project in Calcutta, which brightened the area for motorists, and the county garage pump station and water/oil separator.

Projects under construction include the new main garage building for the engineer’s department and the storage building for the engineer’s department, both in Lisbon. Projects under contract include the Calcutta Smith Ferry Realignment Phase 5, the Elkton water and sewer extension, the Calcutta lift station, McCoy Avenue Pump station, Midland Fredericktown road slip and various guardrail replacements.

Other projects pending include the Steubenville Pike Road slip, Liverpool Township drainage, West Township drainage, Neeld Road railroad bridge, Hunston Road bridge, Bonesville School Road bridge, Elkton wastewater treatment plant pump replacement, Bow String Arch Bridge supports, cleaning culverts near Good Wheels in Calcutta, the state Route 9 South Pump Station and Collection System, Calcutta Smith Ferry Road improvement Phase 6, Skyview Acres Cured in Place Pipe (CIPP), Calcutta Area CIPP, Bates Road in West Township, waterproofing and paving deck old state Route 45 in Madison Township, Mechanicstown Road truss rehab, Westville Lake Road replacement, and State Line Road replacement.

A project that’s on the list for the future is a proposed railroad bridge near Fresh Mark on state Route 45/South Lincoln Avenue, Salem.

Projects listed as completed included: Homeworth drainage, Winona bridge/Whinnery Road, Calcutta Acres sewers and manholes, Vincent Road bridge, Valley Avenue box culvert, Kurtz Road bridge, McCormick Run Road bridge, Old Fredericktown road slip, Metz Road bridge, Calcutta Smith Ferry slip, Signal Road bridge, Hanoverton sewer project and Perry Township Painter Road drainage.
