Buckeye Water District board approves new trucks
WELLSVILLE — The Buckeye Water District (BWD) Board of Trustees approved five resolutions and put a sixth one on hold Thursday.
Board members approved all resolutions with a unanimous vote.
Resolutions adopted include two resolutions for the purchase of two new trucks, amending and modifying rules for the reconnection of water service, authorizing the district to advertise for proposals for engineering services and to enter into an agreement with Utility Service Co. Inc of Perry, Georgia.
The district will be purchasing a new 2024 Ford F-250 Super pick-up truck at a cost not to exceed $49,965 and a 2024 Ford F-150 XL pick-up truck at a cost not to exceed $41,202. Both trucks will be purchased from Tri State Ford.
The amended rules for water service reconnection state that the district shall reconnect a previously disconnected service unless prevented by circumstances beyond the district’s control or a customer request otherwise by the close of the following regular business day after any of the following: the district receives full amount or arrears including any required deposit or reconnection charge, conditions which warranted the disconnection have been eliminate, an agreement between the district and customer on a deferred payment plan and payment if required under the plan.
For the service to be reconnected on same day as disconnect, the customer must notify the district no later than noon and make a payment in the district office or provide proof of payment. If payment is made after 12:30 p.m. on a day that precedes a holiday or weekend, the district will make every effort to reconnect service on the same day.
The district may require the customer to sign an agreement to pay the district’s cost incurred for reconnection if service is performed after normal business hours.
If a guarantor is required to reestablish service, the guarantor must sign acknowledging a willingness to accept responsibility for payment of customer’s bill if customer defaults.
The district will not insist on payment of any current bill, excluding any reconnection charge before restoring service unless that bill is more than 14 days past due.
If the district attempts to disconnect for a delinquent bill and is not able to due to a water line location, water line issues of scheduling conflicts, the customer will be notified that they are on the disconnect list and will be charged a $25 fee with water service scheduled for disconnection.
The district is authorized to advertise for qualification-based proposals providing engineering services which include studies, grant assistance and preliminary engineering, final detailed design, construction services and project management for water line extension projects, improvement system repairs and infrastructure and maintenance in the district’s service area.
The district will enter into an agreement with Utility Service Co., Inc., for the maintenance, inspection, sustainability, renovation, and repairs of the district’s water tanks and infrastructure.
A resolution to adopt the revised and re-stated employee handbook and personnel policies has been put on hold pending further discussion.
In his report, District Manager Al DeAngelis said the district will be meeting with Ohio Department of Natural Resource (ODNR) and the Office of Surface Mining, Reclamation and Enforcement to discuss waterline extension to the campgrounds at Beaver Creek State Park.
He also noted that the district met with RCAP for the asset management program required by Ohio Environmental Protection Agency (OEPA) and the next meeting to compile inventory and updating the GIS System will be on March 5.
DeAngelis said that the district meets with USDA and was provided an update on the projects status.
The district will meet with OEPA on Feb. 24 for their limited scope site visit and will be advertising requests for qualifications for the engineering of water line projects for the upcoming year.
The distribution crew has completed two taps and repaired five leaks.
The Buckeye Water District Board of Trustees meet the third Thursday of each month at 9 a.m. in council chambers at Wellsville Village Hall, 1200 Main St., Wellsville. The next regular meeting is scheduled for March 20.
