LISBON — A Salineville woman who created a risk to a child two years ago was sentenced to nine months in prison.

Donna Jarvis, 32, Maple Hill Road, Salineville, appeared for sentencing recently in Columbiana County Common Pleas Court for two counts of endangering children, one a third-degree felony and one a misdemeanor.

She received credit for seven days already served in jail. Jarvis was accused of creating a substantial risk to a 5-year-old child on Nov. 6, 2022.

Also in Common Pleas Court:

— Dorian Anderson, 35, Pennsylvania Avenue, East Liverpool, was sentenced to eight months in prison after pleading guilty to charges from three different indictments, including fourth-degree felony failure to appear, fifth-degree felony possession of drugs with a forfeiture specification and fifth-degree felony possession of cocaine. Anderson was ordered to forfeit $440 from a drug case and received credit for 52 days already served in jail. Another charge of failure to appear was dismissed. Anderson failed to appear for a hearing on March 19, 2021 after being released on a recognizance bond. Anderson possessed cocaine and $440 on May 1, 2018 and cocaine base (crack) on Dec. 10, 2017.

— Curtis Gearhart, 40, South Lincoln Avenue, Lisbon, was placed under community control for three years and ordered to serve up to six months at the Eastern Ohio Correction Center in Wintersville for charges in two separate indictments, including misdemeanor aggravated menacing and fifth-degree felony obstructing official business and a fifth-degree felony of obstructing justice. Charges of intimidation and tampering with evidence were dismissed. Gearhart was accused of attempting to delete the contents of his phone which had been taken into evidence by police after an overdose incident on May 7, 2023 in Lisbon. During a traffic stop on Sept. 5, 2023, he was accused of threatening Perry Township police officers by calling them pigs and making them believe he wanted to harm their families. He also kept acting belligerent and ripped a citation in half.

— Christian Brown, 24, Vine Street, East Liverpool, was placed under community control for three years and ordered to complete the program at the Eastern Ohio Correction Center in Wintersville after pleading guilty to third-degree felony grand theft when the property is a firearm or dangerous ordnance and fifth-degree felony theft. He received credit for 13 days served in jail and was ordered to pay restitution of $215. He was accused of stealing a gun from a neighbor on April 17 in East Liverpool and selling it. He also stole his mother’s wedding ring set in East Liverpool and sold it to a pawn shop on April 15 in Steubenville.

— Joseph Frantz III, 42, West Washington Street, Lisbon, was placed under community control for 24 months after pleading guilty to two counts of nonsupport of dependents, a fifth-degree felony, for failing to pay child support from May 1, 2022 to April 28, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Oct. 10 for Kara Carter, 42, Ohio Avenue, East Liverpool, charged with second-degree felony kidnapping, fourth-degree felony domestic violence and fifth-degree felony strangulation for allegedly pulling another woman’s hair and choking her during a domestic incident that became physical and holding her captive in a bedroom on Oct. 1 in East Liverpool.

A preliminary hearing was set Oct. 17 for William Weyand, 53, Laura Avenue, East Liverpool, charged with fifth-degree felony receiving stolen property for possessing over 66 stolen items totaling $3,609 in his vehicle during a traffic stop on Aug. 12 in East Liverpool.

A preliminary hearing was set Oct. 10 for William Santimarino, 36, Hammondsville, charged with fifth-degree felony theft for allegedly stealing an electric bike from an East Liverpool property on July 27. A case for expired license and expired registration was dismissed.

A pretrial was set Oct. 10 for Rachel McKinnon, 25, Crawford Avenue, Wellsville, charged with assault for allegedly striking a man in the nose and the lip with a glass beer bottle on July 21 in East Liverpool. She was also fined $50 for a seat belt violation.

A sentencing hearing was set Nov. 14 for Keith Peterson, 62, Glenn Street, East Liverpool, who pleaded guilty to domestic violence for making a closed fist and threatening to strike a woman on Oct. 2 in St. Clair Township.

Ronald Keller Jr., 51, East Fourth Street, Salem, was fined $250 and sentenced to 120 days in jail, with 100 days suspended and credit for one day served, leaving a total of 19 days to serve in jail for telephone harassment. He was ordered to complete 60 hours community service and have no contact with the victim. Keller sent a text message to the victim on Sept. 11 after already being warned not to contact anyone in the Salem residence when he was served with a trespass notice.

A pretrial was set Dec. 17 for Holly Baker, 24, West Main Street, Salineville, charged with complicity to commit theft for allegedly driving the vehicle and helping another woman load a laundry cart and two stools belonging to the Salem Laundry Room into the vehicle on Aug. 18.

Dustin Swann, 39, Pittsburgh, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an online prostitution prevention course, which was already done. Swann was accused of responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for money, traveling to East Palestine on July 6 for the meeting, with the phone used to make the arrangements in his possession.

Gary Bartko, 40, Pittsburgh, Pa., was fined $250 and given a suspended 30-day jail term for disorderly conduct, amended from engaging in prostitution. A charge of possessing criminal tools was dismissed. Bartko was ordered to complete 20 hours community service and an online prostitution prevention course. On June 16, Bartko responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $180, then driving to East Palestine for the meeting.

Jacob Brown, 30, Newgarden Avenue, Salem, was fined $400 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for weapons while intoxicated and disorderly conduct. He was ordered to complete 20 hours community service. Salem police responded to Newgarden Avenue for a report of an animal shot on Sept. 26, arriving to the defendant with his hands up saying they were there for him. He was detained for officer safety after saying something about disarming him. A loaded 9mm handgun was removed from his waistband and he admitted to drinking whiskey and would not listen to officers to calm down, resulting in the two charges.

A pretrial was set Jan. 9 for Jay Mays, 65, state Route 7, Lisbon, charged with resisting arrest, obstructing official business and improper turn for allegedly getting out of his vehicle during a traffic stop on Oct. 1 in St. Clair Township and allegedly disobeying orders by police to get back to his vehicle, posturing toward the officer in an aggressive manner, then pushing off of the officer when placed under arrest.

A charge of violation of a protection order was dismissed against James Hanlon, 37, Ohio Avenue, East Liverpool. He was accused of violating a protection order by allegedly sending a message to the protected person on May 30 in East Liverpool.

A pretrial was set Dec. 17 for Seaira Rae Moore, 19, Depot Street, Rogers, charged with operating a vehicle impaired first offense, OVI breath first offense and reasonable control.

A pretrial was set Nov. 14 for Michelle Green, 56, West Main Street, East Palestine, charged with driving under suspension and traffic control devices.

A charge of driving while texting was dismissed against Cassandra Felekey, 35, Ohio Avenue, East Liverpool.

Michael Hipsley, 31, Honey Lane, Leetonia, was fined $75 for speeding, with a charge of failure to reinstate dismissed.

Crystal Lackey, 34, Alliance, was fined $30 for speeding.

John Peuterbaugh, 50, Miller Street, Kensington, was fined $250 for driving under suspension.

Malik Pullie, 27, Commerce Street, Wellsville, was fined $50 for driving under suspension.

David Van Horn, 36, East Fourth Street, Salem, was fined $100 for driving under suspension.
