LISBON -- Two men, one from East Liverpool and one from Columbiana, were served Friday with secret indictments issued by the Columbiana County Grand Jury for multiple felony counts related to child pornography.
Joseph Frye, 34, Jennings Avenue, East Liverpool, was charged with five counts of illegal use of a minor or impaired person in nudity-oriented or performance, a second-degree felony, and 35 counts of pandering obscenity involving a minor or impaired person, a fourth-degree felony.
According to the indictment, Frye allegedly photographed a child or minor in a state of nudity from May 1, 2023 through July 20, 2023. The other charge involved alleged possession of child pornography on July 20, 2023.
Dustin Chapman, 41, Union Street, Columbiana, was charged with 40 counts of pandering obscenity involving a minor or impaired person, a fourth-degree felony, and 25 counts of pandering sexually oriented matters involving a minor or impaired person, also a fourth-degree felony. The charges all stem from May 15, 2023 to July 27, 2023 for allegedly possessing child pornography.
According to county Assistant Prosecutor Steve Yacovone, the cases resulted from tips from Internet service providers, resulting in search warrants and the discovery of images and videos on a number of devices.
