EAST LIVERPOOL -- East Liverpool administrators Tuesday awarded the bid for hauling services for Refuse and Recycling and the purchase of a truck with roll off boxes Diamondback Disposal.
Diamondback Disposal provided a bid of $165,920 for the purchase of the 2019 International in "as is" condition, $13.720 for the purchase of two open top 40-yard roll off boxes in "as is" condition, $17,160 for the purchase of two close 40-yard roll off boxes (compactor boxes) in "as is" condition, $230 as price per pick up and return of dumpster (both open and closed top), $46.20 as the price per ton of disposal, and no extra charge for after hours, weekends or holidays.
Their bid also noted that the estimated swap time at compactor to switch from one to another is about 20 minutes, the return time with empty closed container is about two and a half hours, the estimated swap time of an open top roll off (switch one open for the other) is 10 minutes and the estimated return time with an open top container would be about two hours.
The bids, which also included one from Ohio Valley Waste Services Inc., were opened and reviewed by the city's administration on Dec. 13.
Ohio Valley Waste Service Inc.'s bid package included hauling services of all municipal solid waste with 40-yard compactors and bulk items in the 40-yard open top at a rate of $250 per haul with a $20 fuel surcharge for each haul, disposal rates for both solid and bulk items at $55 per ton, the purchase of the International roll-off hoist truck at $150,000 and the purchase of two 40-yard open top and two 40-yard closed top boxes at a price of $3,500 per box
East Liverpool Mayor Gregory Bricker and Safety/Services Director David Dawson voted to award both the contract for hauling and the sale of the truck and equipment to Diamondback Disposal, which had the lowest and best cost for hauling services and the highest and best bid for purchase of the truck and boxes from the city.
East Liverpool City Council passed an ordinance by emergency measure May 2 authorizing the Board of Control to advertise for bids and to enter into a contract with the lowest and best bidder to provide compactor, dumpster and hauling services for the Refuse and Recycling Department.
Council also adopted a resolution by emergency measure which passed on May 1 for the disposal of city property which included the 2019 International roll off hoist truck, a roll off hoist and four roll off containers which were deemed not needed for public use.
The resolution noted the safety/service director as the one approved to authorize the sale to the highest and best bidder.
The proceeds from the sale are to be deposited in Department/Line Item: Refuse and Recycling Department Fund to be used for equipment purchase.
