LIVERPOOL TOWNSHIP - Liverpool Township trustees continue the push to get owners of blighted properties to clean them up.
Fiscal Officer Shirley Flati mailed out four letters to owners of blighted properties or whose properties are in violation of township ordinances. One of the letters was returned.
Trustee Mike Bahen said he has seen some work completed at one of the properties on Ninth Street where the owner was sent a letter, but he has not seen anything done yet at the other Ninth Street property.
The township is having trouble locating the owner of a property on Seventh Avenue. Bahen said he contacted the auditor's office and was told they don't have an address for the owner and that their taxes came back. He said he has not heard from the owners of a property on Buck Street and the property on Annesley Road that Trustee Keith Burke talked to on Tuesday about.
Trustee Dennis Giambroni said the trustees or the police department would check out the additional properties on 8th Avenue that several residents were voicing complaints about during the public portion of the meeting and the health department would also be notified since these are properties the department has had issues with in the past.
A resolution was passed with an all-in-favor vote requesting the Columbiana County commissioners adopt a resolution to prohibit the construction of any economically significant wind farm, large wind farm or large solar facility in the unincorporated area of Liverpool Township.
A resolution to supplement appropriations in the Fire District Fund line item for repair and maintenance in the amount of $10, 240.86 was also approved unanimously.
The trustees approved the payment of warrants/bills totaling $73,286.29.
Fiscal Officer Shirley Flati in her report said that she filed the second quarter mandatory reports, completed the June bank reconciliation, took resolutions adopting the tax amounts approved at the last meeting to the Columbiana County Auditor's Office for filing and filed the township's 2024 tax budget with the Columbiana County auditor.
Bahen gave the reports for both the police and fire chiefs.
For the police department Bahen said that Police Chief Jared Kinemond noted that one of the cruisers needed new brakes and requested $400 for surplus medical supplies so they could get containers for the cruisers to discard needles and store any substances collected as evidence. The trustees approved the purchase and the brake replacement.
Bahen said that Kinemond also reported that the police department had received a TORMA grant for $1,000 and requested that go toward the purchase of body cameras for the officers and set back $1,000 from DEA that was going toward the camera for use to send an officer to training for taser and firearms qualifications.
For the fire department Bahen reported that the tires on the fire trucks at the East Palestine train derailment had been replaced and new turnout gear ordered for the firefighters that were there.
The police department is working out an agreement with East Liverpool Schools to provide officers to serve as SROs (school resource officers) for four hours a day at Lacroft Elementary and Westgate Middle schools.
The trustees gave Road Superintendent Chris Bosworth approval to order a new backhoe for the road department. The funding for the backhoe won't be needed until the township takes ownership of it. The township will finance half the cost of the backhoe with the remaining half being paid from money for the sale of the currently owned backhoe to West Township. The total cost of the backhoe will be $140,439.02, $60,000 coming from the sale of the currently owned backhoe. Financing will be done through the State Bank. The Township won't take ownership of the new backhoe until next year.
Bosworth said that the road crew had been busy doing maintenance and mowing the ditches while dealing with breakdowns of the mower and the backhoe.
The trustees approved the purchase of the two air-conditioning/heating units for the garage for the road department for an amount up to $4450.
During the last litter pickup 37 bags of litter were collected from the township's roadways.
Burke reported that the last major storm washed out the Valley Avenue culvert pipe again and the county is handling the repair, but the repair won't be done until next week when they can get a crane in to install 50,000-pound culvert pipes.
The Liverpool Township Trustees typically meet every other Tuesday at the Township Administration Building. Due to trustees being out of town and the August Special Election being held at the administration building the next two meetings will be held on Monday July 24 and Monday Aug. 8 at 3 p.m.
