LIVERPOOL TOWNSHIP -- Due to an oversight in 1974, four Columbiana County municipalities were not included in the Columbiana County Parks District. Liverpool Township was one of them. The Other three are Knox Township, Middleton Township and the Village of Rogers.
During Tuesday's Liverpool Township trustees meeting, Eileen Dray-Bardon of the Columbiana Parks District followed up on her previous business with Tim Brooks, also of the parks district, to see if the trustees were OK with the township being brought into the parks district.
The trustees actually have no say in the matter, but Dray-Bardon said she wanted to let them know about it and why she wants the four municipalities brought under the district, and wanted to see if there was any strong opposition for that from the trustees.
If Liverpool Township were to be brought into the parks district it would give the township residents the opportunity to vote on the district's levies and include them in paying the taxes if the levies pass.
With the 2020 and 2022 levies failing there is no tax money to be collected currently, but the park district does intend to place a levy on the ballot in 2024.
Dray-Bardon told the trustees that Rogers and Middleton Township were fine with being included in the parks district and she was meeting with Knox Township later that night.
Trustee Mike Bahen said feels that being drawn into the park district would be a mistake and is against it. Trustee Keith Burke said he is on the fence about it and Trustee Dennis Giambroni said he is OK with it.
In other business, the trustees passed resolutions to supplement the appropriations in the Fire District Fund line item in the amount of $9,000 and to supplement the appropriations in the General Fund line item in the amount of $4,725, both for repair and maintenance.
Approval was given for the payment of bills totaling $52,097.50.
In her report at the meeting, Fiscal Officer Shirley Flati said the township had received $1,000 from the county's pipe grant for the road department, she had had completed and reconciled April's bank reconciliation and she is working on the 2024 budget.
Bahen said that replacements have been ordered for the gear lost by the fire department during the East Palestine train derailment, with the money paid out by Norfolk Southern.
Police Chief Jared Kinemond said it would be $1,700 total to have both new cruisers lettered. Both new cruisers have been delivered but it could be the middle of July before they are road ready, lettered and additional equipment installed.
Kinemond requested an executive session for personnel reasons with no action taken.
Road Department Superintendent Chris Bosworth said it was a slow start, but the chip and seal for some of the township roads started on May 16 and they hoped to be wrapped up by today.
Bosworth requested to purchase 300 gallon of weed killer at a price of $1,800 to get rid of the grass growing up the sides of the township buildings. Trustees approved the purchase.
Bosworth also suggested selling the township's backhoe for $60,000 so they would have more money toward a new one rather than trade it in for approximately $40,000. No decision has been made.
Trustees also approved tires for the road department's F150 truck. Bosworth said he had three estimates in the amount of $700, $720 and $750.
Giambroni noted that he has started researching service providers for the township's phone lines to find a cheaper rate.
The township will hold its community clean day Saturday from 8 a.m. until noon, or the dumpster is filled, whichever comes first. The clean-up is for residents only, no businesses. No tires, batteries, electronics or appliances will be accepted. The collection site will be at the Township Administration Building located at 2485 Boring Lane.
Liverpool Township trustees meet every other Tuesday at 3 p.m. at the Township Administration Building. The next meeting is scheduled for May 30.
