East Liverpool safety forces spent several hours Wednesday cleaning up an overturned tractor trailer on the city's west side. Three cruisers, a fire engine and a fire truck arrived shortly after 1:39 p.m. to find a tractor trailer, that had been carrying steel beams and scrap metal, had flipped on its side while on the cloverleaf enroute to state Route 11 northbound.
