LISBON – The Community Action Agency of Columbiana County (CAA) is taking applications for Emergency HEAP and Winter Crisis Program through March 31, at the Lisbon office, 7860 Lincole Place (rear).
Appointments can only be made by calling the automated scheduling system at 330-424-1386. Homebound and seniors, age 62-older, may call 330-424-4013 for appointment assistance.
A limited number of walk-ins will be served, starting at 8 a.m., on a first-come, first-serve bases, until the maximum number has been registered for the day. Scheduled appointments begin at 9 a.m.
Assistance is provided once during the season, to low income households that have had utilities disconnected, face a shutoff, or heat with bulk fuel and have a tank that is 25 percent or less of its capacity. The program can assist with home heating fuel, propane, wood, coal, regulated utilities, and unregulated utilities.
Applicants must bring the following items to their appointment: Social security numbers for everyone in the household, birth certificate, proof of any child support paid or received, and proof of gross income for the last 90 days or 12 months for all members of the household. Proof of income may include the following: Pay stubs for the last 90 days, unemployment, proof of Social Security benefits, pension, cash assistance, self employment records (IRS form 1040 with schedule C/CZ), utility subsidy, and odd jobs.
Any household that declares there is no household income other than assistance from family or friends, must provide a notarized letter signed by the family member or friend that have been providing assistance. Households with a member who is classified as permanently and totally disabled must provide proof at the time of the interview.
If a household does not bring the required information to complete the application, they will be required to schedule another appointment or bring the information back during walk-in hours.
Any information provided by clients will be retained and may be shared with the utility company.
Applications for State HEAP can be completed through May 31. Applications available at post offices, libraries, and utility companies throughout Columbiana County.
