Landlords must register tenants with village

SALINEVILLE — Landlords failing to comply with a 1998 ordinance requiring them to register with the village the names and addresses of anyone renting in the village will now face up to a $100 fine if convicted. The charge would be a misdemeanor.

Council on Monday unanimously voted to pass the ordinance, which was revised from the 1998 ordinance. Municipal Attorney Andy Beech had revamped the 1998 ordinance at council’s request, noting the original ordinance contained no penalty for not complying with the ordinance.

Council uses the information provided for income tax purposes, which can be difficult to collect when no one is certain who is living at homes and apartments within the village. The ordinance requires the landlord to provide the names and address within 30 days of the tenant moving in.

Rick Beadle, a village resident, questioned the need for council to pass the ordinance as an emergency. Council suspended the three readings and passed it on Monday. Council members responded to Beadle noting they have been talking about making this change for some time and the law has actually been on the books for 18 years.

In other matters:

— Council discussed the upcoming road closure on state Route 39 in Mudtown. Council has been told the road will close on Aug. 14 and remain closed for up to five days. Although an exit onto Spring Street has been created to help emergency vehicles needed in the area, there will not be a way around the closure for regular traffic. Fox Township firefighters in neighboring Carroll County are planning to help provide service for those on the other side of the closure, which will be difficult for the village’s emergency vehicles to reach quickly.

— Mayor Linda Adams announced the state Route 164 repairs at the location of the fire this summer should be soon underway. Rainstorms are undermining the roadway after the loss of the building, the former Hazlett’s Store, which was right along the roadway. The fire left a hole where the building used to sit between the creek and the road.

— Council voted to hire a new part-time officer, Kyle L. Pettus of Solon, after he was recommended by both Police Chief Matt Devlin and Adams. Devlin told council he checked all of Pettus’ references and his former police sergeant, who is now serving in the military in Jordan, Skyped him from overseas to tell him what a quality person and police officer Pettus will be for the village. Pettus previously worked at a police department for a municipality which recently dissolved. Because he will be driving from a long distance, Pettus will be available to work longer shifts, allowing him to work on fewer days.

— A personnel and policy committee meeting is scheduled for 10 a.m., Monday, Aug. 14.
