LISBON — In Columbiana County Municipal Court, a preliminary hearing was set March 31 for Kristina Williamson, 34, Strawberry Lane, East Liverpool, charged with felonious assault, a second-degree felony, for allegedly causing or attempting to cause physical harm to another woman by means of a deadly weapon on March 21 in East Liverpool. A police affidavit said she reversed her vehicle and struck the victim with the door and dragged her before leaving the scene. The victim had just exited the vehicle and Williamson had argued with her in the vehicle. When police began questioning her after advising her of her rights on Strawberry Lane, she “stated she only hit her a little bit.”
Cases against Melissa Brink, 44, Franklin Avenue, Salem, were bound over to the county grand jury for third-degree felony tampering with evidence and misdemeanor illegal use or possession of drug paraphernalia for possessing items for the storage, measuring and use of dangerous drugs, including pipes, bags and scales, after a search of her room at the Stables Inn on East Pershing Street, Salem on March 5. When police were serving the search warrant, she allegedly went into the bathroom and attempted to destroy, alter and make unavailable evidence knowing an investigation was ongoing. A broken glass pipe was recovered from the floor, along with two bags of dangerous drugs thrown but missing the toilet, landing on the floor.
Emma Rose Weyand, 44, Samuel Street, East Liverpool, was fined $350 and sentenced to 25 days in jail, with credit for four days served, leaving a balance of 21 days still to serve in jail for domestic violence and criminal trespass. She was ordered to serve an additional five days in jail for violating her probation for a 2023 theft case, bringing the total jail time to 26 days. On Dec. 9, 2024 in St. Clair Township, she was accused of smashing a man’s fan and striking him with a plate, then throwing the plate, which hit him and another person, then attacking him. She was accused of trespassing in a condemned property in East Liverpool on Sept. 12, 2024.
A pretrial was set April 3 for Richard Meeks Jr., 56, Hillcrest Road, Wellsville, charged with assault for allegedly shoving a woman off of a chair, with the chair going backwards and the woman striking her head on the table, her shoulder on the floor and possibly her foot on the table on March 23 in Wellsville. She was transported to East Liverpool City Hospital for her injuries.
A pretrial was set June 10 for Sarah Johnson, 34, West Wilson Street, Salem, charged with domestic violence for allegedly striking a man in the face with a closed fist multiple times in Salem on March 21.
A pretrial was set June 3 for Debra Farkas, 66, South Lane Drive, Hanoverton, charged with resisting arrest and obstructing official business for allegedly attempting to pull away from a traffic stop in Columbiana on March 18, refusing to exit her vehicle and shut off her car. After being assisted out of her vehicle, she allegedly pulled away from officers, refusing to place her hands behind her back and screaming that she was not going to jail.
A status conference hearing was set May 19 and a court trial was set May 29 for Todd Allen Kelly, 62, Ohio Avenue, East Liverpool, charged with disorderly conduct for allegedly being intoxicated and trying to get into another apartment because he thought it was his own on Dec. 9, 2024 in Columbiana.
A pretrial was set April 3 for Jeffrey D. Powers, 41, Newell, W.Va., charged with two counts of theft and three counts of criminal trespass for allegedly failing to scan and pay for three items totaling $54 at the Calcutta Walmart on May 31, 2023 after he had already been trespassed from the store, for allegedly trespassing inside a vacant apartment at Fawcett Apartments in East Liverpool on Nov. 1, 2022, and for allegedly trespassing at the Calcutta Walmart and taking multiple items totaling $577 and failing to pay for them on Jan. 3, 2023. He was fined $200 for no license and expired tag.
A pretrial was set May 8 for Angel Dawn Robertson, 43, Moore Road, East Liverpool, charged with two separate counts of theft for allegedly stealing three steaks from Giant Eagle in East Liverpool, shoving them into her purse and leaving without paying on Aug. 10, 2024.
Charles Wilke, 29, Vine Street, East Liverpool, was fined $300 and sentenced to 20 days in jail, with credit for 20 days served, for resisting arrest and possessing drug abuse instruments for possessing suspected crack cocaine while being taken into custody on an arrest warrant on March 4 in Center Township, then attempting to flee.
Jason Barnes, 37, Canton, was fined $200 and sentenced to 10 days in jail, with credit for one day served, leaving a balance of nine days still to serve for criminal trespass and drug paraphernalia for trespassing an an East Liverpool property on March 20 and possessing drug paraphernalia and a white crystal substance.
Katherine Cox, 29, South 12th Street, Sebring, was fined $150 and sentenced to 30 days in jail, with 15 days suspended and credit for 15 days served for drug paraphernalia for possessing a clear glass smoking device she said was used for methamphetamine on March 8 in Liverpool Township. She was ordered to complete 20 hours community service.
Lucas Kroesen, 33, Fredricktown Clarkson Road, Negley, was fined $1,175 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for weapons while intoxicated, operating a vehicle impaired breath first offense, and failure to yield for possessing a loaded handgun in his vehicle during a traffic stop in East Liverpool on Nov. 24, 2024. Another OVI charge was dismissed. He was ordered to complete 40 hours community service.
Kameron Fennell, 25, Youngstown, was fined $1,025 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired and driving under suspension. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.
Tosca Kemp, 49, North Market Street, East Palestine, was fined $750 and sentenced to 90 days in jail, with 87 days suspended, leaving a balance of three days to serve for OVI, driving under suspension and a red light violation. Her driver’s license was suspended for one year and she was ordered to complete 30 hours community service.
A pretrial was set June 9 for Andrew Thompson, 39, Akron, charged with driving under suspension.
A pretrial was set March 27 for Ray Crooms, 57, Clarks Mill Road, Hammondsville, charged with renewal of license, left of center and reckless operation.
Beau Manley, 42, Wood Street, East Palestine, was fined $150 for driving under suspension.
Alex Apling, 33, Austintown, was fined $50 for expired registration, with a charge of driving under suspension dismissed.
Kylie Graff, 30, East Martin Street, East Liverpool, was fined $50 for an equipment violation amended from speeding.
Michael Johnson, 47, First Street, Wellsville, was fined $75 for speeding.

Grand Jury
LISBON — A man accused of several charges related to the theft of $1,986 from William Lowry and Lowry Tool & Dye was served recently with a secret indictment issued by the Columbiana County Grand Jury.
Michael J. Landon, 40, Pickerington, was charged with theft, passing bad checks, forgery and criminal simulations, all fifth-degree felonies, for allegedly forging a check made payable to himself for $1,986 and stealing the money from Lowry on May 30, 2023.
Also served with secret indictments were:
— Ryan Vucina, 31, last known address Youngstown, trespass in a habitation, a fourth-degree felony, for allegedly trespassing in a property on March 17, 2021.
— Rachel Hess, 31, Rochester, Pa., aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Oct. 24, 2024.
— Mason Jones, 33, Ohio Avenue, East Liverpool, possession of a fentanyl-related compound, a fourth-degree felony, for allegedly possessing fentanyl in an amount equal or greater than 1 gram but less than 5 grams in July 2024.
— Miah Coviello, 31, Minto Junction, aggravated possession of drugs, a third-degree felony, and two counts aggravated possession of drugs, a fifth-degree felony, for allegedly possessing bromazolam in an amount equal or greater than bulk but less than five times bulk, MDMA and methamphetamine all on Sept. 21, 2024.
