LISBON – In Columbiana County Municipal Court, an East Liverpool man was bound over to the grand jury for allegedly abusing a member of his household.
Jon Tay James Johnson, 30, Laura Avenue, East Liverpool, is charged with domestic violence, a third-degree felony, and strangulation, a fourth-degree felony, for allegedly shoving a victim down the stairs of his home Jan. 28, causing her to fall against a wall. He also allegedly grabbed her by the throat and strangled her to near the point of unconsciousness. He is also charged with obstruction of official business for allegedly running from the home and ignoring officers’ commands to stop. Additionally, a pretrial is scheduled for April 10 for a protection order violation.
A preliminary hearing was set Feb. 27 for Samuel F. Masters, 48, Dresden Avenue, East Liverpool, charged with failure to verify change of address, a third-degree felony, for being found inhabiting a home Jan. 23 without verifying his address as required as a Tier II sex offender.
A pretrial was set Feb. 18 for Alexis Debra Dziedzic, 19, Peach Alley, East Liverpool, charged with assault for allegedly throwing a pumpkin at and approaching a household member with a baseball bat Feb. 6.
A pretrial was set Feb. 10 for Arthur Niles Sherin, 48, Wilbert Avenue, East Liverpool, charged with endangering children for allegedly slapping a juvenile in the face during an argument with her mother Jan. 30.
A pretrial was set Feb. 20 for Sterling Anthony Henry, 26, Youngstown, charged with criminal trespassing for being found with several other individuals inside a condemned home on Avondale Avenue, East Liverpool, Jan. 30.
A pretrial was set Feb. 20 for Danielle N. Doughty, 33, Ohio Avenue, Salem, charged with endangering children for allegedly being intoxicated with the front door of her home open Jan. 29 while her special needs child was uncared for in an adjacent room.
A pretrial was set Feb. 24 for Shane Higley, 47, Fifth Street, Wellsville, charged with speed and expired license.
A pretrial was set Feb. 27 for Nicholas James Hays, 21, Jefferson Street, Lisbon, charged with driving under suspension, failure to control and a seatbelt violation.
A pretrial was set April 13 for Rebecca Flores,77, New Garden Avenue, Salem, charged with driving under suspension and a marked lanes violation.
A pretrial was set April 29 for Christian T. Feezle, 30, Linesville, Pa., charged with engaging in prostitution and possession of criminal tools for allegedly soliciting sex for $120 from an undercover Mahoning Valley Human Trafficking Task Force agent and traveling to Salem Feb. 6 for the meeting.
A pretrial was set May 1 for Nikita Sioux Bach, 33, Duke Vodrey Road, East Liverpool, charged with theft for allegedly taking $40 in cash at the Calcutta Walmart that another customer requested as cash back and forgot in the tray.
A pretrial was set May 6 for Robin L. Plegge, 36, West Harrison Street, Alliance, charged with driving under suspension and no headlights.
A pretrial was set May 8 for Linda Lee Dapallonia, 44, Fairview Street, East Liverpool, charged with drug paraphernalia for allegedly being found in possession of a burnt pipe Feb. 5 in East Liverpool.
Miguel A. Rivera, 46, Leipsic, Ohio, was sentenced to 180 days in jail (suspended), fined $250, placed on two years probation, and ordered to complete 20 hours community service and substance abuse evaluation for attempted possession of cocaine, a misdemeanor, amended from possession of cocaine, a fifth-degree felony.
Jesse David Rambo, 33, West Martin Street, East Palestine, was sentenced to 180 days in jail (167 suspended and 13 credited), fined $250, placed on two years probation, ordered to complete 40 hours community service as well as substance abuse and anger management evaluations and have no contact the victim for assault. A probation violation hearing was also scheduled for March 10 from an OVI, OVI refusal with prior within 20 years, failure to control and seatbelt violation conviction.
Sydney Paul Huffnagle II, 31, Salineville Road, Mechanicstown, was sentenced to 180 days in jail (90 suspended), fined $2,430, placed on two years probation, had driver’s license suspended for three years and ordered to complete 40 hours community service and substance abuse evaluation for OVI second and third offense, three counts of driving under suspension, failure to control, no taillights, no seat belt and a marked lanes violation.
Georgeann Railing, 48, East Liverpool Road, Lisbon, was fined $150 for unsafe vehicle amended from OVI and a stop sign violation. Charges of OVI refusal with prior within 20 years and endangering children were dismissed.
David Warren Bailey, 60, McCoy Avenue, East Liverpool, was fined $75 for unauthorized plate.
Wade W. Gordon, 42, Youngstown, was fined $150 for a stopped school bus violation.
Whitney C. Almy, 35, Dunn Road, East Liverpool, was fined $125 for driving under suspension and loud exhaust.
Donald C. Shogren, 65, state Route 45, Leetonia, was fined $50 for speed.
Sheila E. Piper, 24, Main Street, Leetonia, was fined $150 for a stopped school bus violation.
Stephanie A. Shack, 58, North Street, Beloit, was sentenced to 114 days in jail (credited) and fined $200 for a protection order violation.
A charge of theft was dismissed against Lucas A. Reid, 41, homeless, Salinveille.
A charge of breaking and entering, a fifth-degree felony, was dismissed against Albert J. McVay, 61, Trinity Church Road, Lisbon, due to an indictment.

LISBON — A Salem man accused of possessing drugs was sentenced to consecutive sentences totaling four years in prison.
Timothy Wilson, 47, West Pershing Street, Salem, appeared for sentencing recently in Columbiana County Common Pleas Court. For a charge of a lesser offense of third-degree felony aggravated possession of drugs, he received a sentence of 30 months in prison. For fifth-degree felonies of aggravated possession of drugs and possession of drugs, he received nine months each. All together, that’s 48 months in prison, or four years. A charge of aggravated trafficking in drugs was dismissed.
Wilson possessed methamphetamine in an amount equal or greater than bulk but less than five times bulk, along with oxycodone, alprazolam and $358 on May 24, 2023.
Besides the prison time, he received a mandatory $5,000 fine, was ordered to forfeit $358 and his driver’s license was suspended for five years.
Also in Common Pleas Court:
— John Chaffin Jr., 35, was sentenced to an indefinite sentence of four to six years in prison for aggravated possession of drugs, a second-degree felony, with a specification for forfeiture of money in a drug case. He received credit for one day served in jail. He also received a mandatory fine of $7,500 and was ordered to forfeit $110. A charge of possession of drugs was dismissed. Chaffin possessed $110 and methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk on July 26, 2022.
— JC J. Marcum, 52, Fisher Avenue, East Liverpool, was ordered to serve a six-month prison term after pleading guilty to aggravated possession of drugs, a fifth-degree felony, but with the sentence to be served at the same time as an indefinite term of four to six years that he received in February 2024 for felonious assault, a second-degree felony, and misdemeanor domestic violence. A charge of possession of drugs was dismissed. Marcum was accused of possessing methamphetamine on May 20, 2023. The other charges stemmed from Marcum punching and kicking a woman multiple times in the face and body on May 16 and May 17 in 2023 in East Liverpool.
— Thomas Holman, 44, Hammond School Road, Wellsville, was resentenced to 11 months in prison, with credit for 147 days served, for violating his probation for violating a protection order, a fifth-degree felony. He was accused of being involved in a disturbance on Jan. 9, 2024 with a woman who has a protection order against him.
— Charles Lightning, 31, Youngstown, was sentenced to six months in prison after pleading guilty to possession of a fentanyl-related compound, a fourth-degree felony, with credit for 80 days already served in jail. A charge of possession of cocaine was dismissed. Lightning possessed fentanyl on Feb. 23, 2023.
— Robert Skelding Jr., 42, Alliance, was ordered to spend 120 days in jail, with credit for 10 days served, leaving a balance of 110 days still to serve in jail for violating his probation for nonsupport of dependents, a fifth-degree felony, for failing to pay child support from Oct. 29, 2017 to July 21, 2018.
— Ralph K. Lee, 47, Broadway Avenue, Wellsville, was sentenced to 36 months in prison after pleading guilty to a lesser offense of third-degree felony failure to verify address and fifth-degree felony breaking and entering for failing to verify where he lived on May 19, 2024 as required since he was a registered sex offender. On March 3, 2024 in East Liverpool, he was caught in the act of stealing three stained glass windows from a property on St. Clair Avenue.
— Jonathan Weyand, 31, Commerce Street, Wellsville, was placed on a treatment plan for three years after pleading guilty to possession of fentanyl-related compound, a fifth-degree felony, for possessing fentanyl on Nov. 4, 2023.
— Joseph S. Messenger, 32, East Fifth Street, Salem, pleaded guilty to one count of nonsupport of dependents, a fifth-degree felony, for failing to pay child support from June 1, 2019 to May 31, 2021. He was originally charged with two counts of nonsupport of dependents. Sentencing was scheduled for May 15.

Grand Jury
LISBON – Two individuals accused of possessing methamphetamine were served Thursday with secret indictments issued by the Columbiana Grand Jury.
Marina C. Burns, 40, Youngstown, and James E. Artrup Jr., 36, Rogers, were both served in Huron County with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on March 29, 2024.
