Grand Jury

LISBON — Christian Bradford, 27, Canton, was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Sept. 9, 2023.

Municipal

LISBON — In Columbiana County Municipal Court, cases against Brenston Trevel Thompkins, 29, listed as homeless, East Liverpool, were bound over to the county grand jury for first-degree felony aggravated burglary, third-degree felony having weapons while under disability, second-degree felony burglary, and misdemeanors of aggravated trespass and criminal trespass. On June 13, Thompkins allegedly trespassed in the parking lot of the Columbiana Metropolitan Housing Authority facility in East Liverpool. That same day he also pulled a gun out at the BP gas station in East Liverpool and advised another man to give him his car keys and possibly struck the man with the handgun. On Dec. 13, 2023, he allegedly knocked an air conditioner out of a window, reached in and unlocked the front door of an East Liverpool residence, trespassing in a woman’s apartment. He had been placed on the no trespass list for the Woodland Hills property. On Nov. 16, 2023, he allegedly trespassed at an East Liverpool property after previously being served with a no trespass notice.

A case against Perry Allen Ross, 29, West Fourth Street, East Liverpool, was bound over to the county grand jury for fifth-degree felony failure to verify residence address. Ross allegedly failed to reverify his address this year with the sheriff’s office as required since he’s a registered arson offender.

A case against Rachel Butler, 60, Chagrin Falls, was bound over to the county grand jury for third-degree felony failure to comply for allegedly fleeing from Salem police officers attempting a traffic stop on Aug. 28, stopping at the Salem Walmart parking lot, then fleeing again south on Cunningham, then westbound on state Route 344 back into the city. The pursuit was terminated after she traveled back out of the city. She was found with a flat tire by a Portage County agency, then charged by Salem officers. She was fined $25 for speeding.

A case against Joseph Keith Jolly, 38, Dunn Road, East Liverpool, was bound over to the county grand jury for fourth-degree felony domestic violence and fifth-degree felony strangulation for allegedly shoving a woman backwards into a large mirror after an argument, then getting on top of her and holding her down by her neck, causing her to become short of breath on Aug. 29 in Madison Township.

A preliminary/pretrial hearing was set Sept. 12 for Justina Desarro, 34, Curry Street, East Liverpool, charged with fourth-degree felony burglary and misdemeanor drug paraphernalia for allegedly entering a residence in S. Clair Township without permission on Sept. 4 while the resident was sleeping. Desarro also allegedly possessed a paper fold being used as a container to hold an unknown powder inside her purse when placed under arrest.

Two fifth-degree felony charges of breaking and entering were dismissed without prejudice against Christopher Ingram, 41, Chester, W.Va., for being improper charges. The costs were taxed to the state. A pretrial was set Nov. 12 for Ingram for misdemeanor theft for allegedly taking shoes and ear buds from a vehicle without permission on Aug. 20 in East Liverpool. The breaking and entering charges stemmed from alleged vehicle entries in East Liverpool on Aug. 20 in the parking lot across from the East Sixth Street cafe and the YMCA parking lot.

John Allen Williams, 44, West Ninth Street, East Liverpool, was fined $200 and sentenced to 60 days, with 59 days suspended and credit for one day serve, for assault. He was ordered to have no contact with the victim. He was accused of pushing a man into the gate of a friend’s house on Aug. 16 in East Liverpool.

A pretrial was set Dec. 5 for James Robert Aggas, 57, New Castle, Pa., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for cocaine, traveling to East Palestine on Sept. 4 for the meeting. In his alleged possession were multiple crack cocaine pipes and other paraphernalia, cocaine and the phone used to make the arrangements.

Robert Lee Yoho, 50, Moundsville, W.Va., was fined $250 and given a suspended 60-day jail term for engaging in prostitution. A charge of possessing criminal tools was dismissed. He was ordered to complete 20 hours community service, which he was buying out, and he was ordered to complete an online prostitution prevention course. Yoho was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with an alleged female in exchange for $140, then traveling to East Palestine on June 28.

Brian Clinton Clemmer, 43, Greenville, Pa., was fined $250 and given a suspended 60-day jail term for engaging in prostitution, with charges of possessing criminal tools and permitting drug abuse dismissed. He was buying out 20 hours community service that was ordered to be completed and was ordered to complete an online prostitution prevention course. He was accused of responding to an undercover ad on a known prostitution website and arranging to have sexual activity with a female in exchange for cocaine, arriving July 6 in East Palestine for the meeting.

Courtney Robinson, 40, Steubenville, was fined $450, with the fine suspended, and sentenced to 180 days in jail, with 150 days suspended and credit for one day served, leaving a balance of 29 days to serve in jail for assault and criminal damaging. She was ordered to pay $4,600 restitution to East Liverpool Dairy Queen and to stay away from Dairy Queen and the victim. Robinson had an altercation in the drive-thru of the East Liverpool Dairy Queen with an employee, then entered the store and punched the employee in the face behind the counter, knocking over and spilling items onto the floor during the first attack and the second when she went over the counter on May 29.

A pretrial was set Nov. 12 for Justin Michael Gamble, 32, Bates Street, East Liverpool, charged with domestic violence and criminal damaging for allegedly hitting a woman, choking her and breaking her car window during a domestic on Aug. 28 in East Liverpool. A third-degree felony charge of strangulation was dismissed. The domestic violence charge was amended to a misdemeanor from a felony.

A pretrial was set Nov. 26 for Kevin May, 62, Fairfield School Road, Columbiana, charged with disorderly conduct and two counts of assault for an incident outside the Eagles in Leetonia on June 14 when he was allegedly intoxicated. He allegedly got into a physical altercation with people attempting to stop him from driving, striking a woman in the face and choking her and also striking a man several times in his face, neck and body with his fist.

Ryan Armstrong, 39, Depot Road, Salem, was fined $250 and sentenced to 180 days in jail, with 172 days suspended and credit for eight days served, for violating a protection order. He was ordered to have no contact with the victim and another person. Armstrong was accused of yelling at a protected person in violation of a protection order on March 22 in Salem.

A pretrial was set Sept. 16 for Kaden DeSellem, 21, Black Road, Lisbon, charged with obstructing official business for allegedly fleeing on foot from deputies who responded to a trespassing complaint on Black Road, Lisbon on Sept. 3. He was prohibited from being on the property and led deputies on a lengthy foot pursuit, finally being apprehended on East Washington Street.

A pretrial was set Nov. 5 for Anthony Dangelo, 22, Toronto, charged with theft and illegal use or possession of drug paraphernalia for allegedly stealing a cooler containing a water sample at the Salineville water treatment plant, which was a water sample for the Ohio Environmental Protection Agency, and then being stopped on Oct. 25, 2023 by police in a vehicle that matched the description of the suspect vehicle. During a search of the vehicle, the water sample was found in the truck bed and also found was a glass pipe with residue.

Madison Powell, 24, Andrews Street, East Liverpool, was fined $250 for disorderly conduct amended from criminal damaging. Powell was accused of damaging a motorcycle with a hammer on Nov. 12, 2023 in Unity Township.

A pretrial was set Nov. 14 for Lorena Cope, 59, state Route 558, Leetonia, charged with forfeiture, driving under suspension and illegal use or possession of drug paraphernalia for allegedly possessing a brown snort straw, a razor blade with white residue on it and two separate bags of suspected narcotics during a traffic stop on April 23 in Columbiana.

Charges of disorderly conduct and failure to disclose one’s personal information were dismissed against Corey Ellis Monteiro, 30, Shadylane Drive, East Liverpool. The charges stemmed from an alleged incident at the Family Dollar store in East Liverpool on March 31 when he was allegedly refusing to come to the front of the store while wandering in areas with no merchandise, causing alarm to the staff, and refusing to give his name or date of birth to police once they arrived.

A probation violation hearing was set Sept. 16 for Benjamin Kuhlen, 27, North Ellsworth Avenue, Salem, for a criminal damaging case from 2022 when he threw a brick through a window in Lisbon.

Julia Kurtz, 65, West Salem Street, Columbiana, was fined $150 and sentenced to 30 days in jail, with 26 days suspended and credit for four days served, for disorderly conduct amended from resisting arrest. She was ordered to complete 20 hours community service, which she was buying out. The charge stemmed from an incident May 24 in Columbiana when she was placed under arrest for domestic violence and pulled away multiple times while officers were attempting to handcuff her. The domestic violence charge was dismissed in June.

Matthew Marshall, 24, South Union Avenue, Salem, was fined $150 and sentenced to three days in jail, with credit for three days served, for drug paraphernalia for possessing a clear baggie with a white crystal like substance during a traffic stop on June 7 in Salem.

A pretrial was set Nov. 14 for Larry Gilbert Jr., 45, Elm Street, Leetonia, charged with operating a vehicle impaired first offense, OVI refusal first offense and marked lanes.

A pretrial was set Nov. 12 for Edward Swanson III, 44, Monaca Street, East Liverpool, charged with OVI first offense and loud exhaust.

Heather Meyers, 29, First Street, Beloit, was fined $750 and sentenced to 90 days in jail, with 67 days suspended, leaving five days to serve in jail and 18 days of electronically monitored house arrest, for OVI (with OVI breath merged), driving under suspension and noncompliance. Her driver’s license was suspended for two years and she was ordered to complete 40 hours community service.

Anthony Antonas, 43, Latta Road, East Palestine, was fined $895 and sentenced to 180 days in jail, with 148 days suspended and credit for two days served, leaving 30 days to serve in jail for OVI (with OVI refusal merged) and traffic control devices. His driver’s license was suspended for two years, with driving privileges granted. He was ordered to complete 24 days community service.

Cassidy Ross, 27, Kirk Road, Columbiana, was fined $250 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for reckless operation amended from OVI. Another OVI charge was dismissed. Her driver’s license was suspended for 180 days and she was ordered to complete 40 hours community service.

Connie Hissom, 45, New Cumberland, W.Va., was fined $950 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and failure to control. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 40 hours community service.

Matthew Ainsworth, 36, Second Street, Hanoverton, was sentenced to 10 days in jail for violating his probation for a 2022 OVI and improper passing case.

A pretrial was set Dec. 5 for Michael Zema, 48, Main Street, Wellsville, charged with a tail lights violation.

A court trial was set Sept. 30 for Robert Bortz, 83, Votaw Drive, Lisbon, charged with left of center.

Chase Perkins, 26, Roosevelt Avenue, Salem, was fined $400 for speeding and two counts of driving under suspension.

Tyler Sadler, 24, McCracken Road, Salem, failed to appear on charges of reckless operation and driving under suspension.

Morgan Matheson, 20, Depot Street, Rogers, was fined $300 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for underage consumption.

Andrew Steves, 41, Plymouth Place, Salem, was ordered to pay costs only for failure to control.

Calvin Shepard, 28, state Route 558, Leetonia, was fined $150 for driving under suspension.

Robert Kennedy, 26, East Washington Street, Salineville, was fined $450 and given a suspended 30-day jail term for unauthorized plate and two counts of driving under suspension. A charge of failure to display valid sticker was dismissed. A possession of marijuana charge was also dismissed.

Kandel Rae Pitts, 22, state Route 154, Negley, was fined $30 for restricted tinted glass.
