— Officers responded to the 800 block of South Union Avenue at 8:31 p.m. Monday for a reported domestic in progress. Officers spoke with both parties involved and determined that they had attempted to cause serious physical harm to each other. Officers took both the man, Donald Locher Jr., 54, Salem, and woman, Toni Locher, 53, Salem, into custody for domestic violence and transported them to the Columbiana County Jail.
— Officers responded to the 2000 block of Monroe Street at 6:52 p.m. Monday for a report of theft. The caller advised that she had let a person borrow her phone two weeks ago and now they would not return the phone. Contact was attempted with the person, but they were not home.
— Officers responded to the 200 block of Continental Drive at 5:57 p.m. Monday for a report of an irate person who left prior to officers’ arrival. The employees signed a trespass notice to be served at a later time.
— Officers responded to the 700 block of West State Street at 2:21 p.m. Monday for a reported reckless driver. Officers located and followed the vehicle but did not observe any traffic violations inside the city.
— Officers responded to the 1400 block of East State Street at 10:16 a.m. Monday for a reported juvenile problem. Officers spoke with the involved parties and advised the juvenile of the consequences should their behavior continue.
— Officers responded to the 300 block of West Fifth Street at 9:38 a.m. Monday for a reported hit and skip. The caller advised that he had legally parked his vehicle on the roadway the prior night and when he came out to get into the vehicle, noticed it had been struck by another vehicle. Officers documented the damage and provided the caller with a report number. Officers advised they would attempt to make contact with neighbors that have cameras in the area.
— Officers responded to the 700 block of Summit Street at 12:18 a.m. for a wellness check on a woman reported to have fallen down the stairs. Dispatch advised the woman became combative when asked if police were needed at the scene and refused law enforcement. Officers were immediately met by an irate and combative woman who was subsequently detained for safety. During the investigation officers discovered the matter to have been a domestic violence incident where the woman, Emily Patchin, 20, Salem, physically harmed her live-in boyfriend. Patchin was taken into custody for domestic violence and began resisting arrest and refused to be placed into a patrol car. After a struggle with the woman to get her into the patrol car she was subsequently transported to the Salem Regional Medical Center by officers. Due to her combative behavior, she was later released from the emergency room and transported to the Columbiana County Jail charged with fourth degree felony assault of an officer and misdemeanor charges of domestic violence and resisting arrest.
— Officers responded to the 800 block of Aetna Street at 9:53 p.m. Sunday for a wellness check on a man passed out on the ground. Officers spoke with the man, finding him to be intoxicated, and was given a ride to his residence and advised to stay indoors for the evening.
— Officers responded to the 400 block of South Ellsworth Avenue at 8:38 p.m. Sunday for a report of suspicious activity. The caller advised she found a door to her residence open. Officers checked the interior of the residence but found the inside to be clear. No forced entry was found on the door, and the caller was advised to possibly change locks and there will be an extra patrol in the area of the residence.
— Officers responded to the 700 block of East Fifth Street at 4:25 p.m. Sunday for a reported domestic in progress. There was a small physical altercation between the residents of the home and a relative who came over uninvited. There were no injuries, and all parties involved did not want to pursue anything and the relative was sent on their way.
— Officers spoke to a person by phone at 12:13 p.m. Sunday regarding a no contact order. Officers advised the caller of their options and that a police report would be made.
— Officers responded to the 1700 block of East State Street at 2:10 a.m. Sunday for a report of an intoxicated driver. The caller advised that the driver was unable to answer simple yes or no questions. Officers spoke with the occupants of the vehicle and officers were able to determine that the driver was sober.
