Columbiana County Grand Jury
LISBON — Nathan Elkins, 32, St. Clair Avenue, East Liverpool, was served a secret indictment charging him with possession of cocaine for allegedly having the substance on Sept. 26, 2018. The indictment was issued by the grand jury in May of 2019 and served at the Beaver County Jail on Tuesday.
