Columbiana County Grand Jury

LISBON — An East Liverpool man accused of entering a home with a handgun before Christmas and holding it to the head of a person inside was among those indicted by the Common Pleas Court grand jury this week.

The grand jury heard 49 cases and issued 48 indictments, including the nine open indictments listed below. The remaining 39 secret indictments will be released as they are served.

Robert J. White, 51, Cornell Street, East Liverpool, is charged with aggravated burglary, a first-degree felony; resisting arrest, a fourth-degree felony; as well as several misdemeanor charges of using weapons while intoxicated, domestic violence and four counts of aggravated menacing. On Dec. 23, 2019, White allegedly went into the home of Dave McGuire, East Third Street, East Liverpool, telling the people inside they need to mind their own business and then held the gun to the head of Shaun Woods. Those he allegedly threatened were Shaun Woods; Joshua Jackson; Thomas Shields; McGuire; and then later Patrolman Keith Hilderbrand of the St. Clair Township police. Additionally, Sonia Reed, a family member, told police White had smacked her with the pistol before leaving the house.

Chad V. Lang Jr., 26, Lincoln Street, East Liverpool, is charged with two counts of harassment with a bodily substance allegedly spitting for spitting on two corrections officers on Oct. 25 at the county jail.

Layne Alexander Lee Edge, 23, Cleveland, is charged with improperly handling a firearm in a motor vehicle, receiving stolen property, having weapons while while under disability and illegal possession of drug paraphernalia. On Dec. 18, 2019, Edge allegedly had a Sig Sauer 1911-22 handgun in a motor vehicle, which was found under the passenger seat where Edge was seated prior to a traffic stop. The gun allegedly belonged to Robert Wright. Edge is reportedly not allowed to have a gun after being convicted of a second-degree felony Robbery offense in 2016. Additionally Edge had drug paraphernalia.

Raymond L. Edwards, 36, state Route 518, Lisbon, is charged with failure to comply with an order or signal of a police officer, endangering children and criminal trespassing. On Jan. 2, Edwards allegedly fled Trooper A.J. English at a high rate of speed with his 5-year-old child in the vehicle, going left of center several times and running four stop signs before crashing into a sign inside the Wellsville Intermodal facility and fleeing about 500 feet from the vehicle into a wooded area.

Mason A. Taylor, 19, Newell, W.Va., is charged with intimidation and three counts of harassment with a bodily substance. On Jan. 9, Taylor allegedly threatened that if he got his hands free he was going to punch police in the face and then proceeded to spit on Salem patrolmen Elizabeth Perry, David Young and Mike Garber.

Shane LaFlame, 18, Granite Street, Salem, is charged with intimidation and escape. On Jan. 12, LaFlame then ran eastbound down East Pershing Street when a police officer walking him to the cruiser reached for a spare set of keys to unlock the vehicle. Once caught and while waiting for first responders, LaFlame allegedly told patrolman Michael King, “Once I hit you in the face, you’ll be leaking.”

John Peter Elia, 57, West Bloomfield, Mich., is charged with trafficking in marijuana and possession of marijuana for allegedly having a large black bag of multiple clear plastic bags of alleged marijuana prepared for resale during a traffic stop on state Route 11 on Dec. 16.

Dameon Venoy Lovett, 39, Penn Avenue, East Liverpool, is charged with domestic violence for allegedly harming Angela Conrad, striking her several times in the head and choking her on Dec. 20 when he has two previous convictions for domestic violence in 2001 and 2015.

Charlie Robinson Perry II, 52, Central Avenue, East Liverpool, is charged with domestic violence for allegedly harming Tonya Rae Madison on Jan. 16, slamming her against the back of the hide-away bed, holding her by her shirt and threatening her, after he has two previous domestic violence convictions in East Liverpool Municipal Court in 2000 and 2015.
