LISBON — Richard M.J. Tittle, 29, Harvey Avenue, East Liverpool, pleaded guilty in Common Pleas Court to two counts of illegal conveyance of a drug of abuse onto the grounds of a detention facility, each a third-degree felony, and to two counts of possession of drugs, fifth-degree felonies. On Jan. 9, 2018, Tittle had packages of cocaine and fentanyl in his shorts when he was being booked into the county jail. He faces up to eight years in prison, a five-year license suspension and $25,000 in fines. Sentencing is set for Feb. 27.
Jeffrey S. Sloan, 51, North Middle Street, Columbiana, pleaded guilty to possession of drugs for cocaine on Feb. 12, 2019. He faces up to a year in prison, a five-year license suspension and a $2,500 fine. Sentencing is set for March 26.
Thomas J. Macolino, 31, McCracken Road, Salem, stipulated to violating the terms of his intervention treatment plan he had been placed on for three counts of possession of drugs — LSD, methamphetamine and tetrahydrocannabinol. The treatment plan was dishonorably terminated and he remains on community control with the same terms except a requirement he complete the Teen Challenge program.
David W. Phillis, 62, Industry, Pa., was placed on community control for three years for improper handling of a firearm in a motor vehicle. On April 6, 2018, Phillis had a loaded Sig Sauer semi-automatic pistol in the center console of his motor vehicle. Phillis had resigned from the Findlay Police Department, which he claimed he had retired from and claimed he was now a constable in Pennsylvania. Troopers were unable to verify he was a current state constable either.
