LISBON — In county Municipal Court, Devin E. Baker, 34, McClure Road, East Palestine, was bound over to the grand jury on charges of fleeing and failure to comply, unauthorized use of a motor vehicle and two counts of assault. Baker allegedly fled at a high rate of speed of 97 mph in a 55 mph zone when troopers attempted to stop him for 8.2 miles on Sept. 11. During the pursuit he drove over a spike strip on state Route 170 near Bye Road flattening both tires, but continued to drive until he crashed through a gate onto private property and disabled the vehicle. Prior to fleeing from troopers, Baker was allegedly involved in a road rage incident, where he allegedly chased down Timothy J. O’Neil Jr., who was driving a silver Ford truck, rammed the rear of his vehicle, causing him to crash into a guardrail and a tree. He then reportedly got out and struck O’Neil in the face three times.

An Oct. 17 preliminary hearing and pretrial was set for Kyle D. Ellison, 34, Toronto, charged with assault and resisting arrest for allegedly fighting with Wellsville police, even after they tased him, prior to going unconscious and needing to be revived with several doses of Narcan on Sept. 14.

A Sept. 30 preliminary hearing and pretrial was set for James David Walsh, 21, LaCroft Avenue, East Liverpool, charged with burglary and domestic violence. The burglary charge, a second-degree felony, alleges Walsh entered the home of Nicole Thrasher on May 23 when he had been told he was not to be in the home. The domestic violence charge was for allegedly pushing Thrasher out through her front door.

Garrett T. Elston, 35, Vienna, was fined $1,025, had his license suspended for two years, required 50 hours community service, credited with a day in jail and sentenced to five days in jail for OVI first offense and carrying a concealed weapon.

Christopher D. Maxie, 30, Oakland, Calif., was fined $700, had his license suspended for a year, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense and speeding.

A Nov. 26 pretrial was set for Karen M. Miller, 52, Pine Avenue, Erie, Pa., cited with OVI first offense and speeding.

Paul S. McHugh II, 34, Slater Road, Salem, was sentenced to three days in jail, fined $825, required 20 hours community service and had his license suspended for a year for OVI first offense, possession of marijuana, marijuana paraphernalia and failure to control.

A Nov. 14 pretrial was set for Brad E. Kasunich, 35, West Main Street, East Palestine, cited with OVI, OVI refusal with prior within 20 years, driving under suspension and speeding.

A Nov. 7 pretrial was set for David M. Birch, 54, Failor Road, East Palestine, cited with with OVI second offense and headlights required.

Heather R. Boots, 40, Fairfield Avenue, Columbiana, was credited with 14 days served, sentenced to an additional 46 days in jail, required 60 hours community service and fined $150 for disorderly conduct amended from domestic violence and for telecommunications harassment for threatening Malory Burkett and her children on social media on Sept. 2. The disorderly conduct charge was for causing her mother to fall and strike her head on a cabinet on Sept. 14.

Stephen P. McKimmie, 28, South 12th Street, Beloit, was credited with 16 days in jail, sentenced to an additional four days in jail, fined $100 and required 40 hours community service for domestic violence for picking up a large TV, smashing it on the ground near his mother, swinging a vacuum cleaner at her and throwing the TV remote at her on Sept. 7.

Roxanne N. Phillips, 24, Spillway Road, Lisbon, was fined $605, credited with 11 days in jail for five counts of driving under suspension, speeding, tinted glass, invalid sticker and a seat belt violation.

Michael C. Henderson, 55, West Main Street, East Palestine, was credited with 66 days in jail, fined $150 and required 40 hours community service for telecommunications harassment for continuing to send abusive text messages to Shari Matthews on July 20 after police had warned him to cease.

An Oct. 24 pretrial was set for Jordan Edward Lipscomb, 22, East Taggart Street, East Palestine, cited with failure to stop after an accident and failure to control.

An Oct. 31 pretrial was set for Jacob Hunter Woodfill, 21, Rose Drive, Lisbon, cited with possession of marijuana, OVI first offense and speeding.

David Barton, 32, Mill Street, Salineville, was fined $475 and required 30 hours community service for driving under suspension, expired license and speeding.

Dustin E.U. Mitchell, 20, East Fourth Street, Salem, was fined $150, credited with six days served in jail and required 30 hours community service for theft for shoplifting from the Salem Walmart.

Samantha J. Stone, 31, Superior Avenue, Salem, was fined $150, required 30 hours community service and credited with three days in jail for menacing amended from aggravated menacing. Stone allegedly yelled vulgarities and turned her SUV around to drive in the direction of Michael Spencer, the father of her child, and his girlfriend Patricia Hamilton on March 8.

Justyn Rufus Glover, 36, Youngstown, was fined $175 and required 20 hours community service for driving under suspension and invalid sticker.

Michael A. Wilson, 49, Nature Road, Kensington, was fined $150 and credited with 20 days in jail for aggravated menacing and criminal damaging. A second charge of aggravated menacing was dismissed.

Joseph Smith, 34, West Ninth Street, Salem, was credited with six days in jail, sentenced to an additional 24 days in jail, had his license suspended for 180 days and fined $250 for drug paraphernalia for a burnt spoon with a white rock sitting in it in December.

An Oct. 8 pretrial was set for Brian K. Gerren, 56, East Main Street, Salineville, cited with two counts of driving under suspension, speeding and no license.

Jonathan E. Mitchell, 46, Scroggs Road, Lisbon, as fined $150 and credited with two days served in jail for persistent disorderly conduct amended from assault for fighting with Matthew D. Kern, grabbing him, pulling him into the alley and hitting him.

Rick J. Willis Jr., 29, Spring Street, Salineville, was fined $250 and required 30 hours community service for driving under suspension.

Deana Renee Ludt, 21, East Fourth Street, Salem, was fined $150 and required 40 hours community service for wrongful entrustment.

Anthony D. Cope, 43, state Route 517, Columbiana, was fined $150 for disorderly conduct amended from assault for fighting with Matthew D. Kern, throwing him to the ground at the Leetonia Eagles.

Robert A. Harroff, 31, state Route 46, New Waterford, was fined $150 for driving under suspension.

Amber Sheely, 68, Seventh Street, Columbiana, was fined $150 for driving under suspension.

Jesse D. Rambo, 28, West Martin Street, East Palestine, was fined $150 for disorderly conduct for talking loudly and having his music loud while intoxicated on Tuesday and warned earlier to turn it down.

William D. Faulkner, 31, Gromley Road, Salem, was fined $150 for disorderly conduct amended from drug paraphernalia.

A Nov. 5 pretrial was set for Douglas P. Risinger, 40, Richardson Avenue, Negley, cited with speeding, drug paraphernalia and driving under FRA suspension.

Cheryl Barton, 52, Mill Street, Salineville, was fined $150 for wrongful entrustment.

Jacob W. Rozeski, 33, state Route 46, New Waterford, was fined $150 for disorderly conduct amended from criminal damaging for intentionally scratching a 2017 Chevrolet Equinox on Aug. 14, 2018.

Andrew James Warneke, 21, New Garden Avenue, Salem, was fined $105 for expired license and invalid registration.

Daniel L. Crow Sr., 42, First Street, Wellsville, was fined $100 for expired license.

Gabrielle Taylor, 28, Pennsylvania Avenue, East Liverpool, was fined $100 for driving under suspension.

A drug paraphernalia citation against Joseph Slaybaugh 23, East Pershing Street, Salem, was dismissed.

A drug paraphernalia charge against Camille Birone, 21, East Pershing Street, Salem, was dismissed.
