EL defendant pleads guilty to child sex charges

LISBON — Heather Ann Carman, now known as Andrew Carman, 22, Ceramic Street, East Liverpool, pleaded guilty in Common Pleas Court to gross sexual imposition on Tuesday.

Carman had originally been charged with a first-degree felony rape for alleged sexual offenses against a child starting on May 1, 2006, when the child was about 2 years old and continuing through Sept. 1, 2018, when the child was 14 years old.

The gross sexual imposition charge, a third-degree felony, narrows down the time the sexual abuse happened to between Dec. 16, 2016 and April 30, 2017, when the child was 12.

Carmen faces up to a five-year prison sentence. He will be required to register as a Tier II sexual offender, and required to register every six months for 25 years.

Sentencing is scheduled for Dec. 9 and Assistant County Prosecutor Tammie Riley-Jones said she will take no position as to the request for community control, but if it is granted she would request intensive sex offender treatment and counseling through the Eastern Ohio Corrections Center.

Early in the hearing, it was requested that Judge Scott Washam address Carman as Andrew Carman. At one point, the hearing was stopped to determine if previously requested sanity evaluations had been completed. Carman’s defense attorney Chris Amato formally withdrew the request for the second sanity evaluation during the hearing.
