Madison updated on refuse company’s plans for property

WEST POINT — Madison Township trustees held an informational meeting for residents on Wednesday. Chairman Wayne Chamberlain wanted to update residents on the Ohio Valley Waste Service purchase of the Rosebud property and West Point Renewable LLC.

About a dozen residents attended the meeting. Chamberlain told them the organization also purchased Dailey’s Recycling & Refuse, and plan to move the company out of Wellsville and into Madison Township.

He said he has been on the phone with Vogel Holding Inc., Ohio Valley’s parent company and the Ohio EPA. Chamberlain reported the trustees were invited by a representative from Vogel to tour a facility. The trustees are still considering the invitation.

Chamberlain said the proposed plan for the property is a recycling transfer station, but he and the residents are concerned a landfill will end up on the property. Chamberlain also expressed concerns about changing EPA policies.

Residents expressed concerns about test drilling on the properties. Another resident also suggested introducing zoning to help keep landfills away.

The trustees said zoning takes a long time, and Vogel Holding could be grandfathered in because they purchased the land before zoning was implemented. Chamberlain also said zoning would need to be approved by the residents which may not happen.

Chamberlain said he will continue looking into the matter, but he encouraged the residents to reform their concerned citizens committee.

He said, “If they meet all the rules and regulations they have to grant the permit, but we already know that a group of concerned residents can make changes. We did last time and that doesn’t mean we can’t do it again.”
