Wellsville sees smooth sailing on financial seas

WELLSVILLE — Mayor Nancy Murray reported over a $500,000 turn-around in the general fund at Tuesday’s village council meeting. Murray said the current general fund balance is $347,000 and it was at a $220,000 deficit when she took office.

“I would just like to say thanks to everyone, council, Hoi (Wah Black, fiscal officer), the employees and the village for their patience during this two and a half years for the fiscal emergency,” said Murray.

Black reported all the funds are positive and the village received a good report from the Fiscal Emergency Commission.

Murray said the village should be able to ask for release from fiscal emergency at the next Fiscal Emergency Commission, scheduled for January.

Murray also announced the village will be looking into the Maple Heights, Ohio, plan into collecting delinquent taxes. The Fiscal Emergency Commission suggested the village looks into Maple Heights’ plan for its efficiency in collecting back taxes. Council member Karen Dash announced the village currently has $374,000 owed to it in delinquent taxes.

In other business, council:

— Passed an ordinance to increase appropriations for current expenses and other expenditures of the general fund and capital improvement fund. The ordinance was moved to third and final reading to accommodate the time line needed to pay for the expenses.

— Passed a resolution authorizing the mayor to prepare and submit an application to participate in the Ohio Public Works Commission State Capital Improvements and or local transportation improvement program and to execute required contracts. The resolution was moved to third and final reading to accommodate the time line for an upcoming road project. With this resolution Murray announced the truck route contract has been finalized and they received a $199,000 paving grant.

— Approved bills totaling $17,680 composed of $16,500 to Allison Contracting for updating pipes, fittings and labor for the Waste Water Plant; $650 to Brewer Plumbing for sewer main replacement pipe from basement to Main Street; $301 to Carquest for pliers, hydraulic hose, hydraulic oil, diesel treatment and vehicle maintenance; and $229 to 84 Lumber for concrete for cemetery.

— Dash announced solid waste management is no longer accepting glass in the village’s recycling program, she explained workers have been cut by broken glass and it is a safety concern.

The next meeting will be at 6 p.m. on Nov. 6, to accommodate the election.
