BWD suffers loss on account of loan payments

WELLSVILLE — Loan payments during the month of July resulted in another loss for the Buckeye Water District, as discussed by the district’s Finance Committee on Wednesday.

The committee reviewed the July treasurer’s report, which showed total revenues for the month of $305,201.09, along with expenditures amounting to $517,262.40 between its general and construction accounts.

To date, the district has collected over 55 percent of its anticipated revenues for the year, and was down from its target rate of 58.33 percent.

The general account’s report included $289,568.89 in receipts through the window (bringing its monthly average for the year to $303,231.22), while incurring $511,117.20. In the construction account, revenues totaled $15,632.20, with expenses amounting to $6,145.20.

One reason for the high expenditures were three loan payments that were made, which amounted to $370,106.85 for Ohio Water Development Authority (OWDA) loans and principal for district projects. These were paid this month, along with some that were due also in July but paid in June.

In regard to remaining loans, the district has $847,034 in loans for its projects remaining in 2018, with the majority of the money–$749,924 for USDA revenue bonds–due on Oct. 1.

Other expenditures accounted for in July included $28,430.19 in electric bills, to which $14,441.40 went to AEP Energy and the remaining $13,988.79 to Champion. In that breakdown, the water treatment plant’s electric bill was $26,949.16, distribtion at $863.73 and administration at $617.30.

Fiscal officer Tiffany Chetock stated that three addresses owned by the district–on Foundry Hill, Maple Hill and Monroe Heights–were actually paid in August, and will reflect the August treasurer’s report, which will be discussed in mid-September.

Also included in bills its Wex Vehicle Fuel, totaling $2,929.87. In that breakdown, $2,283.25 was used by distribution, $449.80 by the water treatment plant and $196.82 by administration.

Regarding insurances, the district’s HRA insurance totals amounted to $2,056.44, with $1,344.25 towards prescriptions and $712.09 towards deductibles. Distribution’s bills came to $993.41, the water treatment plant at $735.95 and administration at $327.08.

So far for the year altogether, the district has spent $2,354.352.81 of its $4.15 million budget between both accounts, and has a little under $1.8 million remaining altogether.

In that breakdown, the general fund has spent $1,995,349.58 so far, and has $1,741,423.83 in its budget, while the construction fund has spent $359,003.23 for the first seven months, and has $56,096.80 left to use this year.

The treasurer’s report will be presented to the BWD Board of Trustees during its regular meeting at 9 a.m. today at Wellsville Village Hall.
