Columbiana County Municipal Court

A March 14 preliminary hearing and pretrial was set in county Municipal Court for Melverino E. Jones, 29, Churchill Road, Lisbon, charged with a felony assault charge and two misdemeanor charges of inducing panic and drug paraphernalia. On May 24, 2018, Jones was allegedly one of two people sleeping in the grass in front of the former McDonald school building in Wellsville and it appeared Jones had overdosed. An ambulance arrived, naloxone was administered and Jones became aggressive, allegedly attacking patrolman Joseph Saraniti with his fists and biting him in the tricep. A small silver crack pipe allegedly fell to the floor when Jones was taken to the hospital.

Luis O. Cintron, 34, Thelma Avenue, Alliance, was bound over to the grand jury on charges of domestic violence, menacing, aggravated menacing, obstructing official business, OVI second offense, driving under FRA suspension and marked lanes. Cintron allegedly was sitting in the driveway of the mother of his children, Ashley M. Hill, telling her he had a gun and he did not care. Additionally, on Jan. 27 he reportedly assaulted her in the parking lot of Freshmark where she worked. He allegedly also threatened a police officer in Salem and made a lunging motion toward him.

A March 26 pretrial was set for Michael R. Miller, 35, South Union Avenue, Salem, OVI second offense, OVI refusal with prior within 20 years and failure to control.

An April 15 pretrial was set for Robert J. Dickson, 39, Haiti Road, Salineville, cited with interference with custody and obstructing official business. Dickson allegedly had a 16-year-old girl staying at his home for a couple nights while he knew her parents and the sheriff were trying to locate her in June. He allegedly convinced her to hide underneath his house trailer and in the woods to prevent her from being found. Dickson was fined $150 for use of an unauthorized plate.

A March 4 pretrial was set for Matthew E. Withers, 30, Chestnut Street, Leetonia, cited with obstructing official business and receiving stolen property. On Sept. 7, Withers allegedly had pawned two rings stolen from the home of Rebecca and John Detchon, Waddell Street, Leetonia, at the Regal Jewelers, Park Avenue, Columbiana.Then on Sept. 27, Withers allegedly approached police outside the Detchon home and said John Detchon was unavailable to meet with them at that time.

James B. Miletta III, 43, East Third Street, Salem, was credited with nine days in jail and fined $250 for domestic violence for grabbing Mary Farmer on Feb. 5, throwing her down, pinning her to the ground and holding her down on two different beds, while punching her repeatedly. He also threatened to kill her.

Amy McLaughlin, 66, North Ellsworth Avenue, Salem, was fined $400, ordered to attend a three-day counseling program, required 30 hours community service and had her license suspended for a year for a headlights violation and reckless operation amended from OVI first offense.

Brice D. Latshaw, 36, Oak Street, Leetonia, was fined $725, had his license suspended for a year, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense, failure to display valid sticker and turn signal violation.

Aron J. Lipp, 36, Neeld Road, East Palestine, was fined $700, had his license suspended for a year, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense and failure to control.

Heather M. Prislipsky, 29, Seacrist Road, Salem, was fined $250, credited with a day in jail and required 30 hours community service for theft. On Aug. 12, Prislipsky, along with her juvenile niece, placed items onto the register at Walmart, but did not scan them, then attempted to leave the store with the merchandise totaling $413.

An April 8 pretrial was set for Bryan T. Archer, 23, Pidgeon Road, Salem, charged with obstructing official business and criminal trespassing after he was allegedly found sitting on a front porch of a home on Salem-Alliance Road, Salem, on Wednesday, where the residents claimed he had been pounding on the windows and back door attempting to get inside. He also allegedly gave deputies the number 215 instead of his name and refused to give his birthday.

An April 16 pretrial was set for Nicholas A. Manypenny, 37, Washington Street, Leetonia, cited with passing bad checks for allegedly writing a $16 check to the Clerk of Courts on an account where it was dishonored on Nov. 21.

An April 15 pretrial was set for Glenna S. Barrett, Echo Dell Road, East Liverpool, charged with complicity to commit theft. Barrett allegedly watched her son fail to properly scan seven items totaling $26 at Walmart in Salem on Feb. 2.

Justin M. Lamp, 40, Foundry Hill Road, Summitville, was fined $450 and credited with 49 days in jail for three counts of driving under suspension, reckless operation, traffic control device, speeding, loud exhaust and receiving stolen property for allegedly taking a Bobcat front end loader and numerous tools from a job site on Yellow Creek Church Road.

An April 8 pretrial was set for James R. Lamp, 43, Foundry Hill Road, Summitville, cited with OVI first offense and failure to control.

Dana Brig Duncan, 29, Haiti Road, Salineville, was fined $300, had his license suspended for a year, required to attend a three-day counseling program and ordered 120 hours community service for speeding and reckless operation amended from OVI first offense.

Charges of OVI first offense and tail lights violation were dismissed against Edward J. Turner, 56, East Martin Street, East Palestine, due to his death.

A Feb. 28 pretrial was set for Linda Haefke, 58, South Main Street, Columbiana, cited with driving under a forfeiture specification and expired registration.

A Feb. 19 pretrial was set for Kayla M. Brian, 27, West Park Avenue, Columbiana, cited with illegal use or possession of drug paraphernalia for a glass pipe and small baggies with crystalline residue on Monday.

A Feb. 19 pretrial was set for Jerry L. Koerner Jr., 38, West Park Avenue, Columbiana, cited with telecommunications harassment for allegedly continuing to text someone after he was warned only three hours early by police to cease.

Nicholas D. Gonda, 24, Cedar Ridge Drive, Salem, was fined $250, credited with 10 days served and sentenced to an additional four days in jail for domestic violence for injuring his girlfriend Autumn Cope on Feb. 3.

An April 4 pretrial was set for Rebecca L. Carrocce, 45, West Pidgeon Road, Salem, cited with resisting arrest and disorderly conduct. Carrocce allegedly resisted when police in Salem were attempting to take her into custody following a field sobriety test on Wednesday, was forcefully taken to the ground where she injured her knee and them reportedly proceeded to scream names at police in the emergency room at Salem Regional Medical Center where she was taken by EMT Ambulance for medical treatment.

A March 28 pretrial was set for William K. Hebron, 25, Mullins Street, Salem, cited with possession of hashish liquid.

Scott A. Matheson, 26, Maple Street, Lisbon, was fined $250 and required 40 hours community service for driving under suspension.
