property anexation

I cant seem to figure this out so im asking for help from all who read this. Why is the city pressing forward for property anexation? There are so many other areas of the city that could be torn down and developed. Why spend the extra money that the city does not have? I say develope the grounds available and if by some chance the city outgrows itself then start to discuss possible anexation.
