LISBON - The bond of a 61-year-old East Liverpool man charged with sexual offenses involving children was revoked Thursday by Judge Scott Washam in Columbiana County Common Pleas Court after he was caught with a 17-year-old girl - who is scheduled to testify as a witness against him - in his home
Donald R. Cramer, Michigan Avenue, is facing charges of three counts of unlawful sexual conduct with a minor and three counts of sexual battery. He had been released on bond in early May after posting 10 percent of a $25,000 bond. Some of the bond conditions included staying away from the victims in the case and staying away from children.
During a bond revocation hearing on Thursday, his probation officer Ryan McCallister, who is responsible for checking up on Cramer while he is out on bond and electronically monitored house arrest, testified he caught Cramer with the 17-year-old sitting on a bed in his house.
McCallister said he did an unannounced home visit on Monday and saw Cramer standing in the doorway when he got there. Cramer went into the house and then came back out, meeting him just outside. According to McCallister, he believed Cramer did not want him to come inside. When he did go inside, he met Cramer's brother, Kenneth Cramer, on the couch. Then he found the girl in the bedroom sitting on the bed.
Donald Cramer reportedly told the girl, "Go ahead and tell him why you are here."
"I'm here to get a soda," the girl told McCallister. She left soon after.
Cramer's attorney, Dominic Frank, questioned whether McCallister personally verified the name or age of the girl. McCallister said he did not, but Cramer told him her first name and her age.
Kenneth Cramer said he was there working on the roof with his brother and the girl was in the house when they came inside.
Cramer also told a similar story.
"We had just come off the roof," he said. "We go around to the back part of the house and as soon as we walked in I saw (her). I said 'You are not allowed in my house.'"
Cramer said she told him she was there to get a soda and he keeps a large refrigerator stocked with it. She went to leave out the front door, but saw McCallister walking up the sidewalk, so she told him about the visitor and went toward the back of the house. He thought maybe she had left, but she was found in the bedroom.
"We didn't even know she was in the house," Cramer said. "I should have locked the front door."
Washam found Cramer was "clearly in violation" of his bond terms and had him taken into custody. This time bond was set at $100,000 cash or surety. Washam said he found it hard to believe a 17-year-old girl would just walk into Cramer's house.
Cramer is accused of engaging in sexual conduct with a 15-old-girl during the months of December 2013 and January 2014, while knowing her ability to appraise the nature of or control her own conduct was substantially impaired. The six counts are all third-degree felonies.
