EAST LIVERPOOL - A Glenmoor man was charged Saturday with arson after officers were called to Scotty's Bar on St. Clair Avenue at 3:06 a.m. for windows being smashed out of a vehicle.
As Patrolman Steve Adkins approached the rear of the bar, he reported seeing the vehicle's trunk open and someone leaning inside. The man reportedly stood up and began running toward the cruiser, dropping something that was later discovered to be a car cover.
Adkins reported recognizing the man as Kip A. Bailey, 26, state Route 267, and said as he began handcuffing him, he saw smoke coming from the trunk of the vehicle, which was suddenly engulfed in flames.

He radioed for the fire department, but detectives said firefighters across the street had also seen the fire and were already responding when Adkins' call was made.
Adkins reported the car had several windows broken out, the front windshield kicked in and the fire burned from the trunk through the back seat.
A witness reported that, as he walked through the parking lot, he heard glass breaking and that the person Adkins had handcuffed was the same person who had been leaning over the trunk of the vehicle.
The car was owned by Joni May and was being driven by Mike Hanlon, addresses not reported.
In Municipal Court Monday, Bailey had a preliminary hearing scheduled June 19, with $100,000 bond set.
