An officer stopped a vehicle Friday night for having a cracked windshield and reported the front seat passenger, Quinn J. Wilson, 32, Youngstown, had a warrant out of Pennsylvania. He was taken into custody, and the driver, Courtney Beatty, no age or address listed, was charged for the cracked windshield.
An officer on patrol reported Saturday morning seeing two men inside a vehicle in the Giant Eagle parking lot. The officer approached the vehicle from the rear, surprising the two men, according to reports. In the driver's seat, Jason Stroud, 27, Phoenix Avenue, Chester, W.Va., reportedly had a syringe lying in his lap, while the passenger, Joseph M. Robinson, 38, Cannons Mill Road, reportedly appeared to be concealing something and was found to have a syringe hidden in his groin area. Both men were charged with possession of drug abuse instruments.
Officers reported seeing Joseph E. Davis, 28, Ferry Road, Chester, W.Va., driving on Ravine Street Saturday night and knew he had a suspended license. The vehicle was stopped on Blakely Street, where officers reported it appeared Davis was tampering underneath the driver's seat and then leaning toward his passenger, later identified as Chelsea Baker, 23, McIntosh Road, Wellsville. Baker had an outstanding warrant and had previously been charged with wrongful entrustment for allowing Davis to drive her vehicle without a valid license. Officers reported finding the fabric seat cover unattached and, underneath it, a digital scales with white residue. Inside Baker's purse was found $1,361 in cash which she told officers she earned while stripping at Tiffany's Cabaret. The money was seized and Baker was charged with wrongful entrustment. Davis was charged with driving under suspension and possession of drug paraphernalia.
Officers responded Friday night to a report of a man trying to get into an apartment on Pennsylvania Avenue, where they found Richard K. Lowe, 60, Fairview Street, sitting on the front porch. They reported recognizing him from an earlier call on Baum Street where he has been found passed out on a couch. Although Lowe told officers he lived at the Pennsylvania Avenue residence, a tenant there said he did not. He reportedly smelled of alcohol and had slurred speech and was charged with disorderly conduct/intoxication.
Patrolman Christopher Green, 29, was approaching the intersection of Claiborne and Moore streets in the cruiser Sunday morning when he noticed a man down in the playground. As Green attempted to back the cruiser to get a closer look at the area, he reportedly struck a vehicle behind him driven by Nathan J. Nunamaker, 29, state Route 517, Columbiana.
Dispatched Sunday morning to Giant Eagle for a traffic crash, officers were advised by several people that the driver, Patrick J. Scafide, 24, Bradshaw Avenue, and his passenger were in an altercation inside the vehicle and that he swerved to the right, striking a parked vehicle. Scafide was charged with failure to control.
