Shawn M. Chappell, 42, Bethel Drive, Salem, was fined $150 for persistent disorderly conduct for being too highly intoxicated to care for himself on Dec. 22. An aggravated menacing citation was dismissed with the consent of the victim. After he was bounded out of jail, Chappell allegedly had called his father and threatened to kill him.
Marvin Barker Jr., 20, Taylor Avenue, New Waterford, was fined $150 for no license amended from driving under suspension. A second driving under suspension citation was dismissed.
Hunter D. Mackall, 18, Carter Road, New Waterford, was fined $150 for driving under suspension. A speeding citation was dismissed.
David C. Earich, 27, Jefferson Street, Salineville, was fined $100 and credited with 10 days served for persistent disorderly conduct amended from domestic violence for assaulting his 17-year-old brother by tackling him against the wall, grabbing him by the throat, slamming his head off the wall and throwing him down the stairs on Jan. 13.
Allen M. Moff, 23, Randolph, was fined $100 and credited with seven days in jail for persistent disorderly conduct amended from assault for injuries caused to Corey Rabquer on Oct. 17, 2013.
Bernadette Mellinger, 43, Pines Street, Leetonia, was fined $75 for no license amended from driving under suspension.
An assault charge against Nicholas Conway, 33, East North Avenue, East Palestine, was dismissed. Conway had been accused of chasing Dale L. Lowe on foot from Heck Road to state Route 165 and then punching him numerous times.
An open container citation against Jamie R. Morris, 22, Clark Avenue, Wellsville, was dismissed.
A housing violation against Guy F. Eaton, 68, North James Street, East Palestine, was dismissed. Eaton was accused of leaving the siding of his home unfinished for an extended period of time.
A March 13 pretrial was set for Matthew A. Barr, 23, state Route 14, East Palestine, charged with criminal damaging and assault. Barr is accused of punching Bradley Kiehl in the face and shattering the windshield of Kiehl's vehicle on July 27.
A March 18 pretrial was set for Judson T. Edling, 27, U.S. Route 62, Salem, cited with driving under suspension.
An April 3 pretrial was set for Robert Marcin III, 39, Ester Avenue, Wellsville, cited with leaving the scene of an accident, failure to report and accident and improper backing.
An April 3 pretrial was set for Camellia P. Taylor, 33, Votaw Drive, Lisbon, charged with OVI first offense, lane violations, failure to display a valid sticker and a seat belt violation.
An April 7 pretrial was set for Michael W. Booth, 39, East 10th Street, Salem, charged with OVI first offense and lighted lights required.
An April 7 pretrial was set for Penny J. Schmidbauer, 50, Stuart Road, East Liverpool, cited with speeding.
An April 10 pretrial was set for Ciera N. Rice, 24, West Pershing Street, Salem, charged with domestic violence for allegedly hitting her husband, Daniel Rice, in the mouth during an argument at the Side Door early Thursday.
An April 14 pretrial was set for Cecil B. Barker, 45, Main Street, Hanoverton, cited with OVI first offense.
An April 14 pretrial was set for Melissa K. Johnson, 21, state Route 644, Kensington, cited with OVI first offense and lane violations.
A June 5 pretrial was set for Elijah J. Taylor, 34, Youngstown, charged with failure to comply, drug paraphernalia, driving under suspension, marked lanes, failure to control and reckless operation. Taylor is accused of fleeing on foot from the scene of a crash into a telephone pole guide wire in Salem last August and having a crack pipe located in his vehicle by police.
In Columbiana County Municipal Court Roger Henry Roe, 49, Millford, was bound over to the grand jury on a passing bad checks charge for allegedly writing a check for $8,500 to Performance Trucks as a partial payment on a 2006 Ford F-350 on May 15, 2013, which was returned for insufficient funds on May 31.
A preliminary hearing was set for March 31 for Griffen B. Wallick, 61, New Philadelphia, cited with passing bad checks for allegedly writing a check for $6,598 to Belmont Petroleum for fuel in Wellsville on Jan. 7. The check was returned for insufficient funds on Jan. 16 and Wallick has reportedly failed to make the check good.
James L. Campanelli, 66, East Sixth Street, Salem, was fined $700, had his license suspended for 180 days and sentenced to three days in school for OVI first offense and traffic control devices.
Wade D. Spencer, Front Street, Leetonia, was fined $250, credited with two days in jail served and sentenced to eight additional days in jail for obstructing official business. A felony charge of disrupting public services for calling 911 five times on the evening of Jan. 25 while intoxicated.
Brandon S. Myers, 39, Anderson Boulevard, East Liverpool, was fined $220 for driving under FRA suspension, speeding and seatbelt.
Harry E. Elton, 45, U.S. Route 30, East Rochester, was fined $150 for driving under suspension.
A March 31 pretrial was set for Mark E. Fleming, 51, U.S. Route 62, Salem, charged with domestic violence for allegedly assaulting his 17-year-old son by punching him multiple times and knocking him to the floor on Friday.
A March 31 pretrial was set for James V. Wood, 23, Wintersville, cited with speeding.
An April 1 pretrial was set for Teresa S. Cassinger, 36, Southeast Boulevard, Salem, cited with driving under suspension.
