EAST LIVERPOOL - Patrick Scafide was reappointed as City Council clerk Monday night, with a second candidate for the position withdrawing her name from consideration prior to the meeting.
Scafide has served eight years in the clerk's position. He is a city police dispatcher.
In legislative matters Monday, council approved an ordinance changing the hire date for the Thompson Park superintendent's position so the current superintendent, J.C. Blackhurst, can receive the same raise other employees received at the first of the year.
Finance Chairman Sherrie Curtis said the Civil Service Commission gave the superintendent's test in a timely fashion but the park board delayed hiring anyone until April, which was past the hiring deadline to be eligible for the raise.
Other legislation approved included an ordinance designating the planning director as the person authorized to sign off on this year's street paving project, which includes paving on Walnut, Parkway, Fifth and Sixth streets.
Council approved annual ordinances authorizing the Board of Public Utilities to accept bids and enter a contract for meters, chemicals and supplies and also setting the cost allocation for city departments, with no increase in the amounts.
A year-end ordinance transferring encumbrances from 2013 to 2014 was also approved, causing the city's budget to end 2013 in the black.
Curtis reported that some people have been calling the tax office, asking if they can complete the paperwork now for unfiled income tax returns then pay the tax after the deadline set by a new amnesty program.
She emphasized that taxes must be paid by Feb. 14 in order to escape late fees or penalties under the amnesty program.
Ohio Avenue resident Linda Ziegler again voiced her concerns that figures provided by Better City LLC in regard to rental units need to be accurate.
During council comments, Curtis thanked those employees who have applied for grants, including fire Chief Bill Jones, planning Director Bill Cowan and Blackhurst.
Curtis was elected as president pro tem by her fellow council members.
President of council John Torma named committees for the new year, with a couple changes in makeup of the committees.
The economic development committee was combined with a new licensing committee to handle issues regarding contractors' and rental licenses, with Councilman Ryan Stovall named chairman.
The recreation and ordinance committees were combined, with Councilman Russell Dray named chairman.
Other committees and their chairmen are: safety/rules, Charles Wade; finance/labor, Curtis; planning/expansion, Ray Perorazio; streets/lands/buildings, Scott Barrett; and refuse/recycling/public utilities/franchise, Tom Cunningham.
