After stopping a vehicle for no turn signal and suspended license plate, an officer reported the driver, William R. Tatum, 36, Poland, also was driving under suspension. His front seat passenger, Elijah C. Johnson, 25, Youngstown, had an outstanding warrant out of East Liverpool and was taken to the patrol car. There, Johnson was asked if there was anything in the vehicle officers should know about, and he reportedly said there was a scale between the seats but that he was unsure if there was any marijuana because he thought they had smoked all of it. Tatum denied having anything illegal in the vehicle, which he owned. Patrolman Chris Davis was called to the scene and his K-9 partner Axel reportedly alerted on the vehicle. A plastic bag containing several used syringes and a burnt spoon were reportedly found inside the vehicle. Reports did not indicate a scale was found. Tatum was charged with possession of drug abuse instruments and possession of drug paraphernalia, with Johnson taken into custody on the outstanding warrant. The rear seat passenger was not charged.
