In Columbiana County Municipal Court, a Dec. 12 preliminary hearing was set for Dakota J. Mahon, 20, West Clark Street, East Palestine, charged with receiving stolen property for allegedly selling two rings and a gold necklace belonging to Richard Whitley. Mahon reportedly received $393 at National Cash Advance in East Palestine for the jewelry on Nov. 8. Court documents state Whitley reported his home burglarized on Nov. 7 with several items stolen including the jewelry, which was valued at about $4,000.
Joshua E. Brown, 29, Cusick Road, Lisbon, was fined $1,375, had his license suspended for a year, credited with four days served in jail and sentenced to an additional 176 days for OVI second offense, reckless operation, expired sticker, open container and failure to comply for driving away from police at high speeds on Nov. 9.
Casey J. Suter, 23, Buffalo Road, East Rochester, was fined $735, had his license suspended for 180 days, and was sentenced to three days in jail and three days in counseling for OVI first offense, failure to control and a seat belt violation. Suter was cited following a one-vehicle Nov. 9 crash on U.S. Route 30, which sent him to Aultman Hospital in Canton after he was ejected from the vehicle.
Herbert B. Heck, 52, Fairfield School Road, Columbiana, was fined $725, had his license suspended for 180 days and was sentenced to attend a three-day counseling program for OVI first offense and failure to control. A seat belt violation was dismissed.
Alicia M. Artrup, 40, Ecorse, Mich., was fined $700, had her license suspended for 180 days and was required attendance in a three-day counseling program for OVI first offense and marked lanes.
Ashley Carlariello, 20, Ash Street, Salem, was fined $250 and required 20 hours community service for driving under suspension.
Nicole M. Linger, 18, Washington Street, Salem, was fined $250, ordered to serve one day in jail and required 40 hours of community service for theft for leaving Giant Eagle in Salem, along with another person attempting to steal $287 in items, before fleeing on foot on Sept. 28.
Neal Leroy Babb, 47, Muncy, Pa., was fined $232 in fines and costs for unsafe vehicle amended from commercial speeding.
Jammi R. Duran, 35, Poland, was fined $200 and required 30 hours of community service for passing bad checks at Morgan's Drug Store. Two additional charges of passing bad checks were dismissed.
Kayla D. Clingerman, 27, North Lima, was fined $200, had her license suspended for six months, credited with four days served in jail and required to perform 30 hours community service for drug paraphernalia and disorderly conduct amended from domestic violence for pushing and striking Corey M. Haueter on July 1 and having syringes and a spoon with burn marks in her purse at the time.
Haueter, 27, Richey School Road, Hanoverton, was fined $150, credited with one day in jail served and required 30 hours community service for disorderly conduct amended from domestic violence for pushing and striking Clingerman.
Kenneth Titus Dean III, 23, Somer Street, Leetonia, was fined $150 for no license amended from driving under suspension.
Brittany M. Conner, 21, Densmore, East Liverpool, was fined $150 and required 20 hours community service for disorderly conduct amended from obstructing official business. Conner returned after she was evicted from a state Route 45, Lisbon, home and tried to stop the landlord from cleaning out the home.
Joshua R. Dickey, 20, New Garden Avenue, Salem, was fined $150 for hit skip, while an assured clear distance citation was dismissed.
David J. Felger, 25, West Martin Street, East Palestine, was fined $150 for no license amended from driving under suspension. A tail light violation was dismissed.
Perry D. Fenton, 51, Morning Road, Mechanicstown, was fined $150 for unsafe vehicle amended from failure to control.
Rachael N. Rexroad, 24, Industry, Pa., was fined $100 for unsafe vehicle amended from speeding.
Norman Dennis Beight, 69, McCloskey Road, New Waterford, was fined $100 for failure to file a tax return for the Vittle Village.
Darrin S. Higgins, 47, Steven Road, Alliance, was fined $100 for driving in violation of a driving restriction, while a seat belt violation citation was dismissed.
Jarrell L. Brown, 21, Cleveland, was ordered to pay costs only for soliciting without a permit in Columbiana.
A Jan. 6 pretrial was set for Scott E. Putnam, 33, Hubbard, cited with driving without a valid license, use of an unauthorized plate and a stop sign violation.

A Jan. 7 pretrial was set for Heidi L. Gorby, Quincy Avenue, Columbiana, cited with prohibitions concerning companion animals. Gorby is accused of leaving a dog tied behind her home at 11:54 p.m. Nov. 23 in 20-degree and dropping temperatures in an uninsulated dog house without bedding, with frozen food and no access to fresh water.

A Jan. 9 pretrial was set for Stephen Skudlarek, 65, Charlton Drive, LIsbon, cited with driving under an OVI suspension.
A Dec. 9 extradition hearing was set for Stephen D. Hornsby, 23, Wetumpka, Ala., who is facing charges of two counts of theft of property and three counts of burglary.
A Dec. 9 preliminary hearing was set for Russell H. McHenry, 47, Francis Drive, Wellsville, charged with domestic violence for allegedly slapping his daughter in the face, brandishing a handgun after some family members stepped in and flipping a recliner back with his girlfriend in it while threatening her and holding her down. Bond was set at $50,000 cash or surety.
Charles W. Gentry Jr., 39, Grant Street, Lisbon, was fined $250 and required 40 hours community service for failure to reinstate a license.
Dale C. Milnes, 50, state Route 7, New Waterford, was fined $250 and required 20 hours community service for driving under suspension and expired registration.
Jason R. Wright, 40, Beaver Falls, Pa., was fined $200 and had his license suspended for 180 days for no headlights, possession of marijuana and drug paraphernalia for a scale in his possession on Nov. 23.
Anthony Paul Downing, 26, Trinity Church Road, Lisbon, was fined $150 for no license amended from driving under FRA suspension.
Billie D. Lockhart, 36, Goshen Road, Salem, was fined $250, required 30 hours community service and sentenced to 12 days in jail for unauthorized use of a motor vehicle and driving under suspension. He was credited with 18 days served. Lockhart reportedly did not return a vehicle this summer to Robert McCullough two months after he borrowed it. A probable cause of a probation violation hearing will be set for a previous unauthorized use of a motor vehicle charge from 2012 also involving a vehicle owned by McCullough.
Brian A. Orin, 37, Kountz Avenue, Wellsville, was fined $80 and required 20 hours community service for driving under suspension and speeding.
A Dec. 5 pretrial was set for James E. McCullough, 52, Canton, charged with theft for allegedly pushing two televisions out of Walmart in Salem on Saturday without paying for them. The televisions were later recovered inside a vehicle he was riding in down the street from the store.
