Police on patrol located a Mercury sedan parked in the lot behind Immaculate Conception Church on 11th Street at 2:54 a.m. Oct. 20. Seeing movement in the car, the officer stopped and made contact with Michael Hipsley, who gave vague answers about looking for directions to girl's house and having family in Wellsville. Hipsley declined consent to search his car, which resulted in a sniff of the vehicle from East Liverpool K-9 Officer Evo, who indicated narcotics present. Inside the car, police discovered a small amount of suspected marijuana and two pills suspected to be Vicodin. Also found was a marijuana grander and $100 cash. At this time, Hipsley's brother, Santino Hipsley arrived, stating that Michael lived at a Riverside Avenue address. Michael was arrested and charged with drug abuse and possession of drug paraphernalia, with further charges pending identification of the pills.
Aubry Carr, no address, came to the station at 10:22 p.m. Oct. 18 and told police that her 2012 Jeep had been struck, removing the driver's side mirror, while parked on Clark Avenue while she was watching the high school football game. A black streak was noted running down the left side of the vehicle.
Officers were dispatched to the Main Street residence of Hope Williams the night of Oct. 17 for an assault report. Corey Rabquer, who displayed a swollen nose, contusions around both eyes and a lump on his head, told police that Allen Moff was angry about the end of his relationship with Williams, who is now seeing Rabquer. He said Moff came into the living room from the kitchen and attacked him with punches to the head and face, which Williams verified. A search of the area for Moff came up negative.
Police were dispatched to the 12th Street home of David Butcher at 5 p.m. Oct. 15 for reports of an unknown male pacing around the residence. Officers located the man, identified as Jonathan White, who said he was waiting for his girlfriend, Courtney White. When asked what she was doing there, Courtney said she was visiting a friend, Tracy Parker-Daniel. Checks on everyone present came back showing an arrest warrant for Courtney from the sheriff's department. She was taken into custody, during which a Suboxone pill was found, and turned over to the deputy.
