Several secret indictments for alleged drug-related offenses were served on Friday and during the weekend. The indictments were issued by the Columbiana County grand jury in September. Served were:
Scott J. Foutts, 45, last known address Samuel Street, East Liverpool, is charged with possession of drugs for allegedly having cocaine in his possession on Jan. 5, 2013.
John Prager Jr., 46, last known address, New Cumberland, W.Va., is charged with possession of drugs and tampering with evidence. According to court documents, Prager reportedly had less than five grams of cocaine in his possession on May 4, 2013 and attempted to conceal or remove a blue container containing the substance when he learned police were investigating it.
Douglas C. Toothman, 35, East Fourth Street, East Liverpool, is charged with possession of drugs for allegedly having heroin with him on May 11, 2013.
Sylvia E. Haupt, 60, Walnut Street, Rogers, is charged with theft for allegedly taking 50 325-milligram Oxycodone pills belonging to Ricarda Collins without his consent from June 16, 2013 and continuing through July 2, 3013.
Trevor J. Johnson, 20, Youngstown, was served a secret indictment on Monday for a charge of a possession of drugs with a forfeiture specification.
According to court documents, Johnson had at least 10 grams of cocaine in his possession, but less than 20 grams, on March 19. Additionally, he reportedly had $444, which was believed to have been involved in a drug-related crime.
The indictment was issued by the Columbiana County Common Pleas Court grand jury in September.
Chad E. Ratliff, 31, last known address Wilbert Avenue, East Liverpool, was served a secret indictment issued by the September session of the grand jury for a possession of drugs charge, which claims he had the substance in his possession on May 22.
