A man whose vehicle crashed and rolled over on St. Clair Avenue Wednesday has been identified by city police as Wayne L. Russell, 75, Calcutta-Smith Ferry Road. According to reports, Russell was southbound when he applied his brakes, which failed. He veered to the right to avoid striking stopped traffic ahead and struck a wall and power pole, coming back onto the street and continuing south. Russell attempted to slow the vehicle by using the gears, which failed to slow his descent down the steep street, and the vehicle continued south, striking a wall on Jackman Street before flipping onto its roof and sliding until it struck a power pole near Ogden Street, coming to rest on its roof. Russell was transported to East Liverpool City Hospital by Tri-County ambulance for minor injuries, and investigating Patrolman Jim Krawiec said he will not be charged. Krawiec also said it was fortunate Russell's vehicle did not strike any of the construction workers who were in the area or other vehicles, saying other than the damage to his vehicle, only one power pole was cracked in the crash.
