Sean C. Watkins, 36, homeless, was charged Tuesday with theft after Walmart employees reported seeing him place items in his jacket sleeves then leave the store without paying for them. He also had an outstanding warrant against him from Delaware County.
Officers received a report Saturday of a car being driven by a woman side to side on Sprucevale Road before striking a guardrail, where it became stuck. The driver, Mary D. Fitch, 32, Grant Street, East Liverpool, reportedly switched seats with her passenger, David J. Tudor, 34, same address, who worked the vehicle free from the guardrail and began driving off. The vehicle was stopped by officers near Cannons Mill Road, where officers reported finding Fitch off-balance, with slurred speech and eyes bloodshot and Tudor with slurred speech, confused, bloodshot eyes and falling asleep. According to reports, Tudor became unruly when officers advised he was under arrest and his car was being towed, at one point kicking at officers, hitting one in the shin. A Taser was deployed after Tudor reportedly began kicking at an officer's head and face. He stopped for a moment then began wrestling around and kicking again, at which point he was again hit with the Taser, officers reported. North Star Ambulance crews removed the probes from Tudor at the police station, where he reportedly told officers he had taken several kinds of pills. He was transported to East Liverpool City Hospital after being charged with OVI, failure to control and resisting arrest. Reports did not indicate Fitch was charged.
