EAST LIVERPOOL - Richard E. "Dick" Ashbaugh, of Spruce Court in East Liverpool, passed away at the age of 86 on Tuesday, Feb. 26, 2013, at the St. Elizabeth Health Center in Youngstown, following a brief illness.
Arrangements, which are incomplete, are being handled by the Dawson Funeral Home.
