In Municipal Court Friday, Bruce A. Cowart, 40, Kent Street, was fined $100 for failure to file an income tax return. He was ordered to comply with a payment plan established by the tax department and to file returns for his 2011 and 2012 taxes.

Thomas W. Akers, 23, Saint George Street, was fined $75 for driving under suspension.
A driving under suspension charge was dismissed against Richard A. Davis, 43, Carolina Avenue, Chester, W.Va., who was fined $30 for no turn signal.

A pretrial was scheduled Feb. 28 for Clarence V. Wright, 34, West Second Street, charged with carrying a concealed weapon and obstructing official business.
Steve E. Boggs, 28, 412 14th St., Wellsville, appeared on charges of domestic violence and criminal damaging, which were dismissed with prejudice after the victim refused to cooperate with prosecution.
