10:33 a.m. - Police were called to 717 Broadway and spoke with homeowner Rose Groves, who was on a neighbor's porch. Groves said she had called Dish TV for service to her system and that the repairman arrived drunk, falling down in her living room, staggering around and "acting weird." She stated he smelled of alcohol and appeared to have wet himself. She asked him to leave several times, and he refused. Officers asked the man, identified as Phillip Brown, 36490 U.S. Route 30, Lisbon, to come outside. Though he smelled of alcohol, Brown denied that he had been drinking, and said he was on medication for anxiety. Brown was arrested and transported to the station, where he was charged with public intoxication. A representative from Dish TV, called to pick up the service van, reported to police that a case of beer was found in the back of the vehicle.
