While on routine patrol Sunday, an officer noticed a disabled vehicle on state Route 170 with four men inside. They found one of the men, Joe Lewis Slappy, 28, Midland, Pa., had an outstanding warrant for assault and took him into custody. While searching the vehicle, officers reported finding a small bowl for smoking marijuana. When officers searched Slappy, they reported finding three small bags of suspected marijuana in his jacket pocket. At the police department, Slappy reportedly became combative and abusive and shoved a Liverpool Township officer who had arrived to assist. He was taken to the ground and handcuffed. Slappy was charged with possession of marijuana as well as being served the outstanding assault warrant.
