Jessica R. Benner, 24, West Main Street, Washingtonville, was northbound on state Route 45 in Salem at 12:39 p.m. Thursday and waiting to turn left into a private drive when Sandra J. Custer, 72, Quincy Avenue, Columbiana, who was also northbound on Route 45, failed to stop in time and struck the back of Benner's vehicle before going off the right side of the road and into a ditch. Custer was cited for assured clear distance ahead.
