Broch W. Elliott, 33, Torma Road, Lisbon, and Kaitlynn R. Carroll, 18, East Main Street, East Palestine, were southbound on state Route 7 in Elkrun Township at 7:40 a.m. Monday and stopped behind traffic that was stopped for a red traffic signal and Carroll told troopers her foot slipped off the brake and onto the accelerator, causing her to strike Elliott's vehicle. She was cited for failure to control.
