In County Municipal Court Jarrell Sloan, 34, 14th Street, Wellsville, was bound over to common pleas court on a drug abuse charge after waiving his right to a preliminary hearing. According to court documents, a highway patrol trooper came upon Sloan, who was hitchhiking southbound on U.S. Route 30 on the wrong side of the road and wearing dark clothes.

Sloan asked for a ride and agreed to a consensual "Terry Frisk." A Terry Frisk, according to case law is allowed whenever a police office suspects a crime has been or is about to be committed.

When asked what he had in his pockets, Sloan pulled two cellophane cigarette wrappers from his pants pocket and dropped it to the ground calling them just candy cane wrappers. However, the white substance inside tested positive for cocaine.

Chad Raymond, 20, Stewart Road, Salem, pleaded no contest to theft and was fined $100. He was sentenced to 60 days jail starting today, but was granted work release privileges. He also will be eligible for video review on Feb. 2.

Jessica Combs, West Pershing Street, Salem, pleaded no contest to use of an unauthorized plate and was ordered to pay costs only.

Amanda Noel, 24, Jimtown Road, East Palestine, pleaded no contest to driving without a license amended from driving under suspension. She was ordered to pay costs only.

Jan. 26 pretrials were set for Steven Coil, 38, Hibbits Mill Road, Wellsville, charged with domestic violence for reportedly slapping and punching his wife; and Wendy Cutlip, 21, West Perry Street, Salem, charged with criminal trespassing.

A Jan. 28 pretrial was set for David Todd, 38, County Home Road, Lisbon, charged with OVI first offense, driving under FRA suspension, failure to display a valid sticker, public indecency and drug paraphernalia. The public indecency charge stemmed from Todd allegedly dropping his drawers while at the patrol post.

A March 2 pretrial was set for Howard Lee Phillips, 42, East Fourth Street, Salem, charged with failure to control.

March 16 pretrials were set for Matthew Baker, 28, Shore Lane, Lisbon, charged with drug paraphernalia; James Strait, 29, Roses Run Road, Salineville, cited with speeding and Jeffry Cole, 23, Akron, cited with speeding.

On Tuesday, James Willison Jr, 25, Pembrooke Drive, Salem, pleaded no contest to OVI third, traffic control devices, drug paraphernalia and drug abuse. He was sentenced to one year in jail, had his license suspended for three years and was fined $1,650.

Lawrence Barnette, 42, Chester, W.Va., was bound over to grand jury on a breaking and entering charge Thursday after he waived his right to a preliminary hearing. Bond was set at $10,000 cash/surety.

Alyssa Sullivan, pleaded no contest to disorderly conduct amended from domestic violence and was fined $100 and ordered to perform 30 hours community service.

On Tuesday, Quinton Lewis, 30, Akron, pleaded no contest to driving under suspension and a headlights violation. He was fined $1,000, ordered to perform 40 hours of community service and to obtain a valid license within 90 days.
