Columbiana County Grand Jury 12-18

LISBON - The Columbiana County grand jury issued open indictments Thursday in connection with three separate suspected meth lab sites uncovered in June and September in the southern part of the county, including a mobile lab in a car.

Christopher Slasor, 38, of 12844 Echo Dell Road, East Liverpool, was charged with illegal manufacture of methamphetamine, a second-degree felony punishable by up to eight years in prison. The indictment alleged he knowingly manufactured or engaged in the production of the drug methamphetamine, also known as meth, on Sept. 9.

He was initially charged in East Liverpool Municipal Court after drug agents searched his mobile home at Echo Dell Mobile Home Park and found an alleged active meth lab operation.

Marcus Kidder, 32, of 115 E. Sixth St., East Liverpool, was charged with illegal assembly or possession of chemicals for the manufacture of drugs, a third-degree felony, for allegedly possessing one or more chemicals that can be used in the making of meth on June 12 during a traffic stop in East Liverpool. A police officer had received a tip that an individual with outstanding warrants was inside a vehicle headed into the city. When the car was stopped, police found a still smouldering bag containing chemicals used to make meth, a previous published report said.

Carol McClellan, 43,of 779 Eighth Ave., East Liverpool, was charged with complicity to illegal manufacture of drugs, a second-degree felony, for allegedly helping another person in the illegal making of meth on June 12. The other person, identified as Scott Barnhart, was charged in June through county Municipal Court for possessing chemicals used to manufacture illegal drugs. An active meth lab was found in a house trailer on Mill Street in Salineville in June, according to a previous published report.

McClellan was also charged with illegal conveyance of drugs onto the ground of a detention facility, a third-degree felony, and possession of drugs, a fifth-degree felony, after allegedly being caught with crack cocaine at the county jail on July 30.

The grand jury issued 15 open indictments and 13 secret indictments after meeting for three days. Other open indictments issued included:

Andrew Taylor, whose last known address was state Route 45, Lisbon, attempted rape, a second-degree felony, and domestic violence, a third-degree felony. Documents alleged Andrew Taylor attempted to rape a woman he knows on Nov. 15 and attempted to cause her physical harm, with four previous domestic violence charges against him. During the incident, he allegedly dragged her off a couch, punched her, causing her to fall to the floor, pulled at her hair and threatened her, documents said.

Vincent Taylor, 36, of Poland, vehicular vandalism, a fourth-degree felony. Documents alleged Vincent Taylor knowingly threw an object at a vehicle owned by Bobby Lower and driven by Donald Nordquist Jr. on Oct. 21. He had originally been charged in Municipal Court with felonious assault for the incident which occurred on state Route 11 just north of state Route 344. Documents alleged he swung a steel club at the driver side door of the vehicle and broke the door window.

Stephen Hogan, 30, and Philip Zell, 48, both of Youngstown, each one count breaking and entering, a fifth-degree felony. Documents alleged Hogan and Zell broke into Vittle Village, state Route 14, East Palestine, on Sept. 8.

Corey Witherow, 23, of 14979 Steubenville Pike Road, Lisbon, five counts of forgery, all fifth-degree felonies. Documents alleged Witherow forged checks on the account of Rhea Tedrow and Marchelle Witherow in September and October.

Charles Mort, 30, of Enon Valley, Pa., and Matthew Goins, 26, of 50010 state Route 154, Negley, each one count burglary, a third-degree felony. Documents alleged Mort and Goins trespassed in a Bye Road residence in East Palestine on Oct. 1.

Ashtan Williams, 21, of 7609 Eells St., Rogers, complicity to burglary. Documents alleged Williams helped Mort and Goins with the burglary at the Bye Road, East Palestine residence on Oct. 1.

Michelle Coratto, 23, Industry, Pa., trafficking in drugs, a third-degree felony, and carrying a concealed weapon, a fourth-degree felony. Documents alleged Coratto sold crack cocaine on March 1 and had a handgun in her possession on Nov. 6.

Edward Torres, 28, and Justin Schneider, 18, both of state Route 518, Lisbon, each receiving stolen property, a fifth-degree felony. Documents alleged Torres and Schneider had a stolen debit card in their possession on Nov. 25.

Kevin Kirby, 35, of 40566 state Route 344, Leetonia, robbery, a third-degree felony, and receiving stolen property, a fifth-degree felony. Documents alleged Kirby threatened force during a robbery when he grabbed a money bag from a woman in a bank parking lot in Lisbon on Nov. 30. He also possessed a stolen check.
