Fight leads to arrests of juveniles, parents

EAST LIVERPOOL - A report of an early Sunday morning fight resulted in the arrest of eight people, some the parents of juveniles charged with parental responsibility.

Officers responded to a location on St. Clair Avenue at approximately 3 a.m. Sunday due to a report of several people out fighting near the former Sevy's Pharmacy.

Upon arrival, several subjects were seen fleeing from the front of 2307 St. Clair Ave. One suspect was caught by Ptl. James Krawiec while two others were seen running northbound on St. Clair Avenue toward Azalea Street.

Ptl. Shawn Long checked the immediate area and found one juvenile and an adult hiding in a nearby vehicle belonging to the adult. The male juvenile inside the vehicle smelled strongly of alcohol, according to the initial police report.

The juvenile reportedly admitted to officers he was drinking and was taken into custody. The adult had not been drinking and was released, according to the report. Both told officers they were at a lower apartment at the 2307 St. Clair Ave. location.

Officers went to the St. Clair residence and spoke to a female who said she was sleeping and she had no idea who was at her home.

Inside the home, officers found several juveniles, and all appeared under the influence of alcohol except for one, according to the report. All of the juveniles were ordered to have a seat in the living room and Long proceeded upstairs.

Long discovered Bobby R. McDole II, 18, Ethan P. Love, 18, and Reese Slappy, no age given, hiding in a bedroom. Slappy went downstairs on his own while Love complied after being told that if he resisted, officers would deploy a Tazer, according to the report.

McDole reportedly refused to get up off the floor for a short time, and when he attempted to get up, Long reached down to grab McDole's left arm to assist. The report indicates McDole began to struggle, jerked away from the officer and yelled an obscenity. Long used the Tazer unit to deliver a direct shock to McDole who then slid down in the corner of the room where he was subsequently taken into custody.

When Long went downstairs, several adults had arrived and were with the juveniles.

As Long started gathering names and information, Joseph A. Perry, 21, reportedly kept interrupting Long. At one point, Long told Perry if he continued to interrupt him, he would be placed under arrest for obstructing.

According to Long, Perry interrupted once again and was arrested.

All others who were at the scene and appeared under the influence of alcohol, including Love and McDole, were transported to the East Liverpool Police Department where the juveniles were released to the parents. The parents were charged with parental responsibility, and the adults were transported to the county jail.

According to the report, arrested were Perry, Love, McDole, Andrew S. Swickard, 20, Tabitha A. Randolph, 20, Floyd F. Quarterman, 50, Patricia A. Davis, 37, and Cindy Munoz, 44.

During the call, officers also spoke to Charles Tarnovich at a Cain Street location. Tarnovich claimed he was punched in the right eye by Slappy while at the 2307 St. Clair Ave. location.

According to the report, Tarnovich had visible swelling and a cut below his right eye. The victim was advised on how to file charges.
