East Liverpool Police Reports for 11-21

Johnny A. Speece, 27, address unknown, was charged with two counts of theft following two separate incidents Monday. Police said he was charged at 10 a.m. after Giant Eagle employees reported he placed packages of steak in his pants and tried to leave without paying. At 12:56 p.m., Speece was charged again after Ernie Parker, reported he came into his home and took all his food. Larry Wolfe also reported Speece came to his apartment but he wouldn't allow him to stay so Speece went to the apartment of Rebecca Quinn, who reportedly told police Speece had a bag of food when he arrived.

Kim Herron, Ohio Avenue, asked to have a man she knows removed from her home but officers said since he had lived there on and off for five years, she needs to contact the law director about the eviction procedure. She was also advised to contact the law director about her complaint that the man is stalking her.

Greg Kiger, Minerva Street, reported his juvenile daughter has been missing since Sunday. He was to provide police with a photograph so a missing person's report can be filed.

Officials of Hissom Roofing Co. reported a company vehicle spray-painted and also that someone tried to gain entry to the Lou Holtz Upper Ohio Valley Hall of Fame via their scaffolding around the building.

Jason D. Christian, 29, Jackman Street, was charged with theft early Thursday morning after Giant Eagle employees reported an intoxicated man stealing items. Officers arrived at 3:52 a.m. and reported finding Christian in the parking lot of the nearby Nazarene Church, nearly falling down and with the neck of a whiskey bottle showing in his jacket pocket. They also reported finding three other bottles of alcohol inside his sleeves.

At 3:40 p.m. Thursday, Tammy S. Brown, 46, 730 Bradshaw Ave., reported that someone had broken into her residence by kicking in the basement door and that they had stolen a PlayStation 3 console and various games. Brown stated that approximately two weeks earlier, someone broke into her home and removed the same PlayStation 3 console. Brown stated that one of her son's friends brought the console back and told her that he "got it from some crackhead on the street." Brown stated that she believes her son's friend is responsible for the theft and that the incident occurred between 11:30 a.m. and 3:30 p.m.

At 7 p.m. Thursday, an employee of Gilkinson's Short Stop, 1216 Avondale St., reported that another employee had found a male stranger in the back office. The caller stated that the man in the office appeared to have something stuffed into his coat and left in a hurry. The employees later discovered that several items were missing. The man was described as being 5'9" and of medium build, wearing a black baseball cap, gray hooded sweatshirt, and a black coat with a large symbol on the back. Officers reported that they attempted to watch a surveillance video, but the quality of the video was not good enough for them to collect any further details.

At 10:09 p.m. Thursday, Tracy Bell, 20, 413 Persimmon Alley, reported that a small group of people was banging on his front door and asking him to come outside. Upon arrival, the officers spoke to Bell, who stated that he and his girlfriend had witnessed Josh Keener, one of the group, break a window of the residence. Bell stated that Keener had been accusing him of something that he did not do. Officers advised Bell and Keener to contact the law director.

At 2:31 a.m. Friday, Michelle Wolford, 20, of 1 Thompson Ave., reported that someone had stolen $200 from her purse, which was in her car while she was at a house on lower Thompson Avenue. Wolford stated that she was at the house for approximately 20 minutes when she returned to her car and discovered the money was missing. Wolford stated that her car had not been locked.
